Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

As the Strategy & Centre of Excellence Manager in the Integrated Supply Chain (ISC), you will be responsible for overseeing and optimizing the end-to-end delivery processes within the integrated supply chain network. Your primary objective is to ensure seamless operations, maximize efficiency, best practice implementation and drive improvement initiatives across various functions within the supply chain, in connection with PDO strategy and in cross departmental collaboration.

The role will drive process excellence, capability development, Digitalization, ISC transformation, Demand & Supply planning, Market intelligence and the people agenda.

Education & Experience

• Bachelor's degree in supply chain management, Logistics, Business Administration, or related field. Master's degree preferred.
• Minimum 12 Years of experience in Contract Engineering & Supply Chain; 8 of which in a management or supervisory position in Oil & Gas sector.
• Ability to bring about relevant best practices for PDO, and drive implementation at speed.
• Strong Leadership experience in stakeholders' engagements and communications.
• Proven Experience in change management.
• Strong understanding of supply chain principles, processes, and best practices.
• Demonstrated leadership abilities with a track record of successfully leading cross-functional teams and driving organizational change.
• Excellent analytical and problem-solving skills, with the ability to interpret complex data and make informed decisions.
• Proficiency in supply chain management software and ERP systems.
• Excellent communication and interpersonal skills, with the ability to effectively collaborate with internal and external stakeholders at all levels of the organization.
• Understanding of Skill pool, Demand and Supply Planning, Digitalization, Market intelligence, cost modelling, value delivery programs, capability and leadership enhancements.

Main Responsibilities

Overall, the role provides a "go to point" for all functional requirements in the integrated supply chain. It continuously assesses, evaluates, designs and implements best practices transformative initiatives. In doing so, the role maintains alignment with PDO strategic objectives, provides regular updates to Shareholders and creates conditions for market developments.

• Strategic Planning: Develop and execute strategic plans aligned with organizational objectives to enhance the overall performance of the integrated supply chain.
• Process Optimization: Identify, prioritize, develop and implement opportunities for process optimization and efficiency improvements within the supply chain processes. This includes Demand and Supply planning, Capacity planning, contracting & Strategic sourcing, Post award contract management, procurement, Logistics, Warehousing, Inventory management, Vendor management, SRM, P2P.
• Cross-Functional Collaboration: Foster collaboration and communication among different departments involved in the supply chain to streamline operations and resolve any issues that may arise. This includes: Maintenance and Operations, Projects, Wells, Finance, ICV, IT, HR.
• Articulate support needed from the business: Create business buy-in in attaining ISC targets of Costs reductions, value delivery, Sourcing cycle time and Strategies quality.
• Link and integrate ISC: Connect with other strategic initiatives in PDO such as Asset Register Verification, Engineering standardization, Program Build, Budgeting rigour, Hydrocarbon maturation, Digital transformation, etc.
• Performance Monitoring: Establish KPIs and metrics to monitor the performance of the integrated supply chain and implement mechanisms to track progress and identify areas for improvement. Devise detailed and resourced improvement plans accordingly.
• Market intelligence and Cost modelling: Ensure Market intelligence, and Cost modelling are available for strategic contracts and categories. Collaborate with relevant category managers in providing quality input to key strategy developments.
• Risk Management: Identify potential risks and develop strategies to mitigate them, including supply chain disruptions, inventory shortages, and regulatory compliance issues.
• Technology Integration: Explore and implement innovative technologies and digital solutions to optimize supply chain processes, enhance visibility, and improve decision-making capabilities.
• ISC transformation: Provide support, visibility and enable the ISC transformation effort.
• Competency development: Ensure development and implementation of Best practice practical talent development, competency development, and best practices skill pool approaches to rapidly impact ISC Speed, ISC Quality and PDO Costs.
• GRA: Ensure creation and delivery of a Functional AAP. Create capability to provide required functional assurance.
• Digitalization, and Data: Create and ensure delivery of ISC digitalization strategy. Bring best practice and connect to expert in this fast-developing field.
• Claims Management: Ensure claims management is timely, robust, and that lessons learned are circulated and leveraged.
• Team Leadership: Provide leadership, coaching, and development opportunities to the supply chain team members, fostering a culture of accountability, collaboration, and innovation.
• Compliance and Ethics: Ensure compliance with all relevant regulatory requirements and ethical standards governing supply chain operations, including environmental sustainability and labour practices.
