Procurement Engineer

To manage major projects and also to mentor junior staff of the department with regard to Procurements and contracts.

Key Accountabilities:

  1. Main external working contacts are with suppliers, in consideration of Omantel end-user requirements. This communication is governed by Omantel Procurement rules and regulations, confidentiality, fairness, transparency, work ethics, Government Tender Board Rules & Regulations.
  2. Manage/participate in the procurement process of a project including:
    1. Identification of end user requirements.
    2. Qualification of the request as per listed prerequisites.
    3. Discuss/understand the requirement details with the end user.
    4. Create a procurement project plan, agree with direct supervisor, communicate/agree it with end user.
    5. Manage timelines and participate in total process, RFI, tendering, evaluation, awarding and contracting.
    6. Prepare a handover of the contract to end user.
    7. Contribute to identify weaknesses in the Procurement process and advise solutions.
    8. Cooperate with the team/colleagues of project, discuss their issues and give advice.
    9. Prepare a weekly update report, where he/she indicates analysis and comments.
    10. Manage work duties to achieve individual/dept. KPIs.
    11. Cope with stresses and demands that are associated with the job and/or the work environment so that acceptable and defined levels of performance and overall contribution are maintained.
    12. Adaptable and flexible to work environment including, but not limited to, working after duty hours, as business needs may require, handling multiple tasks concurrently, and easily adapting to new assignments, system, tools.
    13. Produce clear, concise, accurate written communication, clearly conveying thoughts and ideas to peers, management, and customers.
    14. Establish and maintain positive work relationships with peers, management, and customers, displaying willingness to understand diverse.

Knowledge / Technical Skills:

  1. Prior experience in preparation of Tenders, evaluation of bids, Contracts and contract negotiations.
  2. Ability to lead cross functional Omantel teams to process all his projects as per guidelines, understand and anticipate end user needs and to develop solutions which meet those needs, clearly define problems and demonstrate creativity and good judgment in identifying new approaches and solutions.
  3. Technical Ability to read/analyze SOW/BOQ/Contracts, test challenge and suggest alternate solutions, observe other projects and establish correlation.
  4. Ability to manage problem resolution and issues autonomously, escalating to Management only when a superior level of authority is required.
  5. Ability to develop strategic relationships which lead to discovery of customers' business goals and objectives, and lead negotiations effectively with team members, customers and other Omantel functions to identify specific customer needs and develop appropriate solutions.
  6. Very good oral and written ability in English and Arabic.
  7. Exposure to Oracle or other ERP solutions.
  8. Good knowledge of complete supply chain management.
  9. Good knowledge of sourcing/tendering and contracting.
  10. Good knowledge of legal/financial aspects of contracts.
  11. Good people management skills.
  12. Good written and oral communication skills.
  13. Good networking skills.
  14. Good negotiation skills.

Education / Certifications:

  1. Graduate degree in Engineering.
  2. Post graduate Diploma or certification in Procurement/Supply chain Management will be an added advantage.

Experience:

  1. Strong knowledge of procurement processes with an experience of minimum 3 to 6 years of relevant experience in Procurement and Contracts.
