NOC Manager

Responsibilities:

1. Design and evaluate quarterly PBC (Personal Business Commitment) with FO manager and BO manager.
2. Organize daily NOC operation meeting.
3. Attend Weekly OPS meeting and other meetings if needed.
4. Audit weekly OPS report and prepare a perfect workflow.
5. Escalate to Irancell OPS manager to coordinate with vendor 3rd Line and 3rd party.
6. Follow and update the network critical issues to Project Director, Irancell OPS Manager according to SLA table.
7. Attend CR meeting and audit CR.
8. Audit Large-scale data configuration change.
9. Audit draw contingency plan for holiday and grand event.
10. Audit spare parts status trace.
11. Audit the workload, ability and quality of NOC members.
12. Escalate to Project Director about NOC human resource problem.
13. Provide operation, maintenance & development solutions that provide improved performance.
14. Monitor and control the network modification plan (include but not limit at upgrade, expansion and cutover, Transmission internally and externally).
15. Monitor and control the work orders flow between HUAWEI and Mobinil to make sure the plan is on schedule and in accordance with HUAWEI standards and quality.
16. Solve all (technical - non-technical) problems that may arise and affect the whole network service.
17. Supervise the feedback mechanism to control the plan goals and target.
18. Supervise the KPI and report the required corrective actions to maintain the output within the approved margins.
19. Prepare the status report of the network maintenance report for high-level customer.
20. Evaluate Preventive Maintenance documentation for the customers' network and the results of the PM carried out.
21. Generate weekly reports for tasks carried out.

Requirements:

Languages: English - Fluent / Excellent; Arabic - Very Good

• More than 6 years of relevant working experience.

• Excellent knowledge in GSM, 3G, and IP.

• Excellent knowledge in Transmission: Microwave, Optical, Leased Lines.

• Excellent knowledge in VAS Elements; SMS, MMS, MTV, WAP, etc.

• Excellent Knowledge in Network Management Systems and TMN Architecture (OSS, LAN, WAN, TCP/IP).

• Excellent knowledge of network topology, traffic handling capabilities and traffic characteristics.

• Excellent knowledge of network performance/configuration parameters and their interpretation and use.

• Network service/performance focused.

• Excellent knowledge about network operation processes and interfaces.

• Excellent knowledge of network implementation/integration processes.

Education:

• Bachelor's Degree in Engineering (Electrical & Electronics) / Bachelor Degree in Telecommunications / Bachelor Degree in Computer Science.

Other Requirements:

• Proficiency in English language.

• Motivated and self-confident.

• Arabic Speaking is a plus.
