About the Role:

  1. The Senior Expert - Procurement and Contract will play a vital role in driving quality, validation of final scope of work, project strategies, and cost-effective approaches for meeting internal customers' technical requirements.
  2. This position will significantly contribute to quality check, project strategies, and cost-effective approaches for meeting internal customers' technical requirements.
  3. The ideal candidate will have a strong background in procurement processes and a minimum of 15 years of total experience, with 10 years in procurement.

Responsibilities:

  1. Communicate with internal customers to understand their future procurement needs.
  2. Review the scope of work from a technical perspective.
  3. Revalidate final requisitions.
  4. Pose solutions and contracting strategies.
  5. Evaluate requests against established prerequisites.
  6. Discuss requirement details with internal customers.
  7. Create a procurement project plan, align it with direct supervisor, and communicate it with internal customers.
  8. Manage timelines and participate in the entire process, including RFI, tendering, evaluation, awarding, and contracting.
  9. Prepare a contract handover to internal customers.
  10. Align projects with company vision, mission, and values.
  11. Participate in annual initiatives.
  12. Identify and prioritize projects, develop solution strategies, and optimize the procurement process.
  13. Collaborate with project teams, discuss issues, and provide advice.
  14. Prepare weekly update reports highlighting analysis and comments.
  15. Manage work duties to achieve individual and departmental KPIs.
  16. Manage stress and demands associated with the job and/or work environment to maintain acceptable performance levels.
  17. Adapt to changing work environments, handle multiple tasks concurrently, and adapt to new assignments and systems.

Key Skills:

  1. Strong knowledge of procurement processes.
  2. Prior experience in tender preparation, bid evaluation, contracts, and negotiations.
  3. Ability to lead cross-functional teams, understand customer needs, and develop solutions that meet those needs.
  4. Technical ability to read, analyze, and suggest alternatives for SOW, BOQ, and contracts.
  5. Ability to manage problem resolution and issues independently, escalating to management when necessary.
  6. Ability to develop strategic relationships, negotiate effectively, and identify customer needs.
  7. Excellent oral and written communication skills in English.
  8. Working knowledge of Arabic is an added advantage.
  9. Good PC skills and exposure to Oracle or other ERP solutions.
  10. Good knowledge of complete supply chain management, sourcing, tendering, and contracting.
  11. Good knowledge of legal and financial aspects of contracts.
  12. Good people management, networking, negotiation, and communication skills.
