JOB PURPOSE:
To Lead, supervise and manage the cargo operation of the SPM facilities located at Ras Markaz (OTTCO) for the safe and reliable unloading/loading of Crude Oil, to vessels calling at the SPM facilities and any future offshore SPMs installed by OTTCO.
The position will act in accordance with the Group's Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani's government & other legal justifications, and best international practices in consonance with national objectives

KEY RESPONSIBILITIES:
General:
The incumbent will be representative of the Company on board the loading tanker, responsible for the safe loading operation of the tanker and will have a shared responsibility to provide functional leadership for the safe, efficient, reliable, and environmentally sound operation of SPM facilities.
- Be ready to act as incident commander in the event of any marine related emergencies at the SPM facility and responsible for the development and continuous improvement of all marine aspects of SPM operation which will include but not be limited to:
- Port Regulations & Information
- Cargo Handling Procedure
- Offshore Emergency Response Plan
- Offshore Security Plan
- Oversees the pre-tanker check list verification and completion.
- Checks that the tanker crew complies with safety practices during tanker mooring/unmooring and hose handling operations.
- Ensures all necessary equipment's /SPM are ready for the operations.
- Advises tanker crew and leads the mooring team during tanker mooring/unmooring and hose handling operations.
- Leads offloading and hoses connection and disconnection on tanker, assisted by tanker crew.
- Leads the work boat during tanker mooring, hose handling, or any other operations.
- Is on watch on board the export tanker during operation at the offloading buoy.
- Reports to the pilot any deviations encountered during his watch.
- To advise Ship Masters on Terminal's mooring preparations and procedures
- To ensure company Terminal regulations are adhered to.
- Supervise all loading/unloading operations.
- Maintain communication with shore CCR on proper loading/unloading rate and pressure monitoring of the overall loading system.
- Carry out any incident investigation and RCA
- Ensure DE ballasting (clean ballast) is properly carried out and tanks certified to receive cargo
- Support SPM & associated Equipment Maintenance and Record Keeping.
-Full adherence to HSE Policies and rules and responsible to comply to the following HSE Procedures:
- Offshore Emergency Response Plan
- Offshore Security Plan
- Oil Response Plan
- Offshore Security Plan
- Overall Terminal HSE Procedures
-Operation Tools and Spare Parts Management: Manage and control all offshore operation tools and its spares and make sure minimum spares available with no interruption to operations.
-Responsible to manage and control the third-party offshore operations contractor in all aspects including planning of activities and controlling the expenditure (budget).
-Prepare and develop any procedures / plans as needed by the department and asked by Company.
- Support the Maintenance team and their requirements and Leads the maintenance work boat during tanker mooring, hose handling, or any other operations as needed for maintenance.
- Support to onshore Operations and Maintenance whenever needed.
-Provide Support to engineering team whenever needed.
- Operation Support to Duqm Terminal and any other locations as direct by OTTCO.
- Maintain well organized and recorded documents, sequence of events, sheets, etc for each offshore mission.
- Records and manage for Tugs movement and Bunkering.
- Weekly, Monthly, Quarterly and yearly progress reports.
- Familiarization with QHSE Policies, Objectives, procedures and its record maintenance
- Awareness on Significant environmental aspects, Health and safety hazards, related actual and potential aspects and risks associated with their risk.
- Awareness on Emergency preparedness and response measures.
- Awareness on implications of not conforming to the integrated managements system requirements, including not fulfilling the organization's compliance obligations.

QUALIFICATIONS, EXPERIENCE, & SKILLS:
Minimum Qualifications/Education for this position:
-Bachelor's degree in relevant positions with minimum 5 years' experience in offshore / marine operations including SPM Operations as loading master.
-Higher Diploma in Nautical science / Maritime or similar with an experience as loading master for 8 years minimum.
-Excellent knowledge of written, read, and spoken English (required) , Arabic - Native (desirable)
Experience and Background:
10+ Years experience in a similar role in Oil and Gas Operations environment
• marine Qualification, preferably Master Class I, minimum Chief Officer Certificate of competency
• Experienced in mooring and unmooring, loading/unloading of VLCC and Suez Max Vessels
• Experience and understanding of ISGOT 6, OCIMF and relevant international marine standards
• Knowledge of refinery and Oil Terminal plant operations and oil movement, crud testing.
• Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
