Role Summary

The Senior Mechanical Engineer will represent the Client on site for all mechanical systems of the Wind Turbine Manufacturing Factory project in Duqm.

The role focuses on client-side technical oversight, quality assurance, HSE monitoring, subcontractor management, and coordination of mechanical works executed by the General Contractor, in parallel with the appointed Controller / PMC company.

The position plays a key role in ensuring mechanical systems are installed, tested, and commissioned in line with project requirements, supporting overall factory start-up readiness.

Key Responsibilities

Client Representation & Site Management

  • Act as the Client's on-site mechanical engineering and site management representative.
  • Provide day-to-day site oversight of mechanical works performed by the General Contractor and its subcontractors.
  • Review, comment on, and follow up mechanical designs, shop drawings, method statements, calculations, and material submittals.
  • Ensure mechanical installations comply with approved IFC drawings, project specifications, international standards (ASME, API, ISO), and local Oman regulations.
  • Coordinate closely with the Controller / PMC company to align inspections, NCRs, observations, and technical assessments while maintaining clear client authority.

Mechanical Systems Oversight

  • Oversee and monitor installation, coordination, and integration of all mechanical systems, including but not limited to:
  • HVAC systems (industrial ventilation, comfort HVAC, process exhaust, make-up air units)
  • Firefighting and fire protection systems (sprinkler, hydrant, hose reel, foam, clean agent / gas systems as applicable)
  • Compressed air systems (compressors, air receivers, dryers, distribution piping)
  • Industrial piping systems, including:
  • Process utilities
  • Cooling water systems
  • Chilled water systems
  • Drainage and oily water systems
  • Pumping systems (fire pumps, chilled water pumps, utility pumps)
  • Mechanical equipment and production support systems
  • Mechanical interfaces with machinery foundations and equipment layouts
  • Monitor coordination between mechanical, civil, electrical, and process systems to avoid clashes and installation conflicts.

QA / QC & Quality Management

  • Monitor implementation of the approved Mechanical Quality Management Plan.
  • Witness inspections, pressure tests, flushing, cleaning, balancing, and performance testing activities from a Client perspective.
  • Review inspection requests (IRs), material delivery inspections, test reports, and commissioning records.
  • Identify quality issues, non-conformities, and deviations; ensure corrective actions and proper close-out.
  • Review and verify as-built drawings, test certificates, O&M manuals, and handover documentation prior to Client acceptance.

Testing, Commissioning & Start-Up Readiness

  • Witness and monitor mechanical testing and commissioning activities, including:
  • HVAC testing, adjusting, and balancing (TAB)
  • Firefighting system testing and authority approvals
  • Pressure testing and flushing of piping systems
  • Functional testing of pumps, compressors, and mechanical equipment
  • Identify gaps impacting commissioning readiness and factory start-up.
  • Support the Client during integrated testing and commissioning phases.

HSE Oversight

  • Promote and monitor compliance with site HSE requirements related to mechanical works.
  • Monitor high-risk activities such as lifting operations, pressure testing, hot works, confined space entry, and working at height.
  • Participate in site HSE walks, toolbox talks (as required), and coordination meetings.
  • Escalate major HSE concerns, unsafe practices, or incidents to Client management and the Controller / PMC.

Subcontractor Management

  • Monitor and assess the performance of mechanical subcontractors engaged by the General Contractor.
  • Ensure subcontractors comply with approved drawings, method statements, QA/QC, and HSE requirements.
  • Identify poor workmanship, productivity issues, or coordination failures and report them to the Client and General Contractor.
  • Support resolution of site-level technical disputes and interface issues related to mechanical systems.

Reporting & Coordination

  • Prepare structured and professional site reports covering:
  • Mechanical installation progress
  • Quality and HSE observations
  • Key technical risks and constraints
  • Outstanding issues affecting commissioning
  • Participate in technical, coordination, and progress meetings with the Client, Controller / PMC company, and General Contractor.
  • Provide timely technical input to support Client decision-making.

Qualifications & Experience

  • Bachelor's degree in Mechanical Engineering (Master's degree is an advantage).
  • Minimum 8 years of experience in industrial, manufacturing, or large-scale infrastructure projects.
  • Proven experience in a Client-side, Consultant, or PMC role, with strong site exposure.
  • Demonstrated ability to oversee General Contractor and subcontractor mechanical works on complex projects.
  • Solid experience with industrial HVAC, firefighting systems, compressed air, piping, and utility systems.
  • Strong understanding of testing, commissioning, and handover processes for industrial facilities.
  • Experience coordinating with PMC / Controller companies and managing multi-disciplinary interfaces.
  • Prior experience in GCC countries, preferably Oman, with familiarity with local authority requirements.
  • Experience on manufacturing plants, heavy industrial facilities, or energy-related projects is highly preferred.
