  1. Role Objective

JOB CONTENT

To plan, organize and direct all activities and tasks related to coordination of ships and vessels within the port or harbor; VTS and Port control in the Port of Duqm in order to provide essential information regarding vessels; ensuring no collisions or incidents by managing movements from a port control centre and enhancement of marine safety in the entire port: the anchorages, the approach channel and the port basin.

  1. Duties and Responsibilities

Operational:

  1. Design, develop, plan and manage navigational assistance and movement of vessel in effective and efficient manner.
  2. Design strategy and policies to ensure smooth traffic management in coordination and consultation with key stakeholders.
  3. Provide navigational assistance to vessels ensuring smooth movement of vessel in the Port of Duqm ensuring compliance of safety regulations.
  4. Conduct surveillance and monitor all vessels in the Duqm port area to ensure smooth functioning of operations.
  5. Use all equipment provided in VTS to establish smooth operation with all port allies in timely manner.
  6. Conduct basic traffic management in coordination with all port users, more in particular: pilots and tug masters in order to create safe and efficient traffic flows in the port.
  7. Respond to marine emergency situations (distress, marine pollution) and coordinate with all relevant parties in such circumstances; take corrective action ensuring safety guidelines are followed.
  8. Implement port contingency plan as per needs to ensure smooth functioning of operations and timely execution.
  9. Provide basic weather and tidal information to port users to keep them updated and informed in a timely manner.
  10. Plot positions and courses of vessels for smooth management at the port; report technical failure of VTS and take corrective action on case to case basis.
  11. Assist Harbor Master and Pilots with any other additional and relevant tasks as and when required.

HSE Responsibilities:

  1. Ensure that all HSE instructions are fully understood and complied with.
  2. Must demonstrate total commitment to the company safety policies through participation and proactive involvement in the safety exercises and drills.
  3. Ensure all HSE Audit recommendation are been followed HSE Audit recommendations related to VTS and Port Control tasks to be implemented.
  4. Report HSE incidents, near misses, and violations to HSE responsible person.
  5. Responsible to participate in safety meetings to ensure VTS and Port Control operations comply with HSE operating procedures and practices.

People Development:

  1. Drive continuous human capital improvements through business driven initiatives or as directed by Port of Duqm's Human Resources department.
  2. Complete the necessary tasks on people development areas as requested by the direct manager.

MINIMUM EDUCATION & QUALIFICATIONS

Education and
Experience:

  • Requires a four-year college degree in marine related discipline, preferably from a marine academy or naval college. Directly related work experience may be substituted for education, although secondary certificate is a minimum educational requirement. Or, as per the Minimum Qualifications and Experiences matrix in PODC.

Experience:

  • 0-2 years of relevant experience, or as per the Minimum Qualifications and Experiences matrix in PODC.

The ministry of labour Requirements to apply for the Program:

  • The applicant must be register as a job seeker, or at least three months must have passed since their resignation if they were previously employed.
  • The candidate must not have previously benefited from any government or privet initiative.
  • Their work experience must not exceed three years.
  • The applicant must not be older than 35 years old.
