Position Summary

The Commercial & Tendering Engineer will play a strategic role in managing the estimation, tendering, and contract administration functions of the company.

This position demands a commercially astute engineer who can bridge technical understanding with financial prudence, ensuring competitive bids, contractual compliance, and long-term profitability.

Key Responsibilities

Tendering & Estimation

  1. Lead the end-to-end tendering process including pre-qualification, estimation, bid preparation, and submission.
  2. Analyze RFQs, RFPs, and ITBs to identify scope, technical specifications, and commercial requirements.
  3. Prepare cost estimates, rate analysis, BOQs, and resource plans in coordination with engineering and operations teams.
  4. Develop and maintain a cost database and pricing benchmarks for recurring services and materials.
  5. Coordinate with vendors and subcontractors for technical-commercial quotations and bid evaluation.

Commercial & Contract Management

  1. Draft, review, and negotiate contracts, subcontracts, and service agreements in line with company policies and client requirements.
  2. Ensure all tenders and contracts adhere to Omani law, FIDIC standards, and internal governance frameworks.
  3. Support the preparation of contract variations, claims, and extensions of time (EOT) with proper documentation.
  4. Manage post-award activities, including billing, retention, and close-out documentation.
  5. Liaise with legal, finance, and operations teams to ensure compliance, accuracy, and timely execution.

Strategic & Cross-Functional

  1. Conduct risk analysis for tenders and ongoing projects, highlighting potential exposure and mitigation strategies.
  2. Support the General Manager in commercial decision-making, cost control, and project profitability tracking.
  3. Prepare and present management reports, bid summaries, and margin analyses.
  4. Participate in client meetings, negotiations, and clarifications as part of the commercial interface.
  5. Maintain an active database of clients, consultants, and prequalified vendors to support upcoming bids.

Requirements

  • 10–12 years
    of progressive experience across
    estimation, tendering, commercial management, contracts administration, procurement, and vendor management
    within industrial projects and long-term O&M service operations.
  • Minimum
    3–5 years of proven exposure in the Middle East
    , with
    direct Oman market experience
    highly preferred.
  • Proven exposure to
    metallurgical, oil & gas, or power projects
    preferred.
  • Strong understanding of
    FIDIC, EPC commercial terms, and Omani contracting norms
    .
  • Proven ability to lead and close
    commercial negotiations
    for both
    EPC projects
    and
    operational service agreements
    , ensuring value-driven outcomes.
  • Proficient in
    risk assessment, cost optimization, and dispute resolution
    , maintaining strong commercial control and compliance.
  • Well-established
    GCC network
    across suppliers, subcontractors, and service providers, supporting competitive sourcing and strategic procurement initiatives.
  • Bachelor's degree in
    engineering with Quantity Surveying specialization/MBA
    preferred.
  • Exceptional
    commercial acumen
    ,
    analytical depth
    , and
    attention to contractual detail
    .
  • Fluent in English and Hindi
    (verbal and written);
    Arabic proficiency
    will be considered an advantage.
  • Demonstrated leadership in managing
    procurement and commercial teams
    within organizations handling high-value projects and complex operational portfolios.
  • Minimum 3–5 years of Middle East experience; Oman experience highly preferred
