Position: Laboratory trainer / Capability Development Laboratory
.

Job purpose

Plan and execute Capability Development program for Laboratory discipline at Central Technical Services, under TL Capability Development scope, through (1) the designs, planning and implementation/delivery of a comprehensive Mechanical Engineering Learning and Departments plan for each employee aligned to TS strategic goals & objectives (2) Lead the delivery of an integrated learning and development solution related with Laboratory discipline to build the effectiveness & capability of staff and develop organizational effectiveness and performance; in order to provide a reliable platform for training and ensure that staff is properly assessed while training courses provided would further enhance their capabilities of operations, skills and competencies

The position will act in accordance with the Group's Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani's government & other legal justifications, and best international practices in consonance with national objectives.

Accountabilities:

§ Lead the preparation of Talent Development Programs (TDPs) related with Laboratory discipline in conjunction with line managers,

§ Lead the development, implementation and monitoring Laboratory for Staff Development Strategy related with related discipline, ensuring the strategic direction and business goals & objectives.

§ Working together with various Discipline Heads and respective teams to identify the training needs.

§ Identify the capability requirements for Laboratory positions vis-a-vis Refinery & Petrochemical industry attributable to relevant engineering positions.

§ Map the existing capabilities among the individuals in respective rolls and identify the gaps.

§ Identify the training needs for capability development of the team.

§ Identify / develop suitable training programs and task books, preferably with in-house capabilities or external sources.

§  Prioritize the training needs against budget provisions.

§ Coordination with training department in organizing the trainings as planned, on-time, on-budget.

§ Evaluate the training deliverables and map against the expected results. Identify gaps and continuously improvise the training methodology to exceed the expectations.

§ Formulates systems for the alignment of the Laboratory training plan / discipline with the performance management, succession planning, and leadership development.

§ Developing and implementing People Planning, including all learning and development as per TDP, working collaboratively with relevant departments to meet their Laboratory discipline set goals for competency.

§ Contributes to the development and implementation of ITQAN competency program in order to achieve department goals and objectives.

§ Coordinate with department Heads and stakeholders to identify individual and team business related training needs in Laboratory discipline.

§ Working pro-actively with Training Department and Third-Party Training Providers to commission/develop appropriate training and interventions to improve and enhance the learning and development offer.

§ Function as the Subject Matter Expert (SME) for Laboratory discipline to the organisation on learning and development matters, providing professional advice and support to the business, and ensuring that the strategic contribution that learning makes to the organisation is understood.

§ Guidance and training for Plant Operations for daily monitoring and troubleshooting of the area(s), Laboratory discipline.

§ Propose new work procedures that will impact efficiency and effectiveness.

§ Assist the group in development of Key Indicators and other monitoring tools.

§ Monitoring & evaluating RPI operational need, identifying planned solutions on succession planning, talent management and training for department's staff related with Laboratory discipline.

§ Reviews staff performance appraisals related with Laboratory disciplines, to identify skill gaps and conduct Training Needs Analysis (TNA)

§ Conduct assessments of staff after completion of training programs to ensure the training objectives have been achieved.

§ Prepares, implements, and evaluates transition training plan for operations trainees related with Laboratory discipline.

§ Develops and implements a Career Progression Program by identifying the appropriate criteria, competency level and skill required for specific positions related with Laboratory job family, in conjunction with the Trainers, Training Department and Department Heads.

§ Coordinates the preparation, implementation and monitoring of the on – the – job training and summer programs for students assigned to Laboratory discipline and/or function from various educational institutes in Oman.

§ Supervises the preparation and implementation of orientation programs for new employees, company visitors etc.

§ Evaluates and validates training and career development activities related with Laboratory discipline by analysing course evaluation forms / feedback and proposes corrective measures to ensure effective / improved training and development results.

§ Mentors and counsels' new employees and ensure they have a thorough understanding of the organisation and Laboratory discipline objectives and their individual career goals / career ladder / Career progression plan.

Develops weekly / monthly reports as required by the department.

Implement internal laboratory training.

Background and experience

· years of relevant experience in Laboratory Discipline in Refinery & Petrochemical complex sector with minimum 5 years in Capability Development & Training.

·    Experience in Laboratory concerning to Refineries and Petrochemicals.

·    Experience in Plant Operation & Technical Services, Laboratory

·    Experience in Project Management, Project Engineering, Project Execution, Construction, Pre-commissioning, and Commissioning in Refinery & Petrochemical Plant Projects

·    Experience in preparation of contracts documents, Engineering License, Guarantee Agreements

·    Valuable experience and knowledge of Plant and equipment maintenance, TA/shutdown Works, interfaces & related jobs.

·    Knowledge and experience in Procurement/Contracting for award of contracts based on Tendering, Technical & Commercial evaluation, and finalization of contract agreement.

·    Well versed in Both Brownfield and Greenfield Projects.

Sound judgment in technical matters with good skills in engineering, material selection, specifications, plant integrity inspections, plant design optimization/modification, loss prevention & insurance and applicable code & standards incl. API, NFPA, ASME, ASTM, ISO etc.
