    Develop and manage the implementation of Human Resources strategies, policies and processes in order to ensure that the Company has the necessary human resources to accomplish its business plans in the short, medium and long term and that quality talent is attracted, engaged and retained to maximize their potential and contribution to the Company.

    KEY of ACCOUNTABILITIES AND RESPOSIBLITIES:

    Description

    Strategy formulation, Implementation & Planning
  • Lead and develop the long- and short-term HR strategy of company and ensure the implementation of the key policies of company with respect to HR services.
Ensure that the strategy is translated into annual operational business plans for HR Department and the performance is monitored annually to ensure business plans are aligned with the overall strategy. Organization Design
Define a clear organization structure for the HR department so that resources are optimally utilized, and communication can take place in an efficient manner. Contribute to Origination structure of other -company departments align with company strategy and Budgets. Leadership
Manage the process of effective leadership to manage direct reports’ performance, recruitment, and development, and to raise their awareness towards the mission, vision, strategy and values to ensure high level commitment towards company. Budgets and Plans
Contribute to the preparation of the department budget and monitor the financial performance of a given area versus the budget so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon. Manpower Planning, Development and Deployment
Design and formulate the manpower requirement strategy in conjugation with the operation strategy to achieve company department wise requirements. Manage and design the plan for training policy and budget of new hires, executives and employees, to align them with the company's work methodologies and culture. Monitor the internal communications with respect to manpower deployments and planning initiatives/ changes. Provide line managers with background information for formulating short, medium and long term, manpower plans to fulfil manpower requirements and ensure that appropriate human resources are forecasted and met on an annual basis in a timely and cost-efficient manner. Ensure identification of manpower needs and vacancies including need for development of recruitment programs (e.g. labour recruitment programs, management recruitment programs) to ensure alignment of organizational needs to manpower plans. Oversee the consolidation of manpower plans across organization to develop a list of job vacancies; oversee assessment of initiatives that may impact manpower requirements, i.e. level of business operations and growth plans. Recruitment & HR Administration
Plan the annual recruitment schedule to timely fill existing vacancies in technical and non-technical work profiles. Identify various costs and time effective recruitment sources and monitor the recruitment activities to reduce turnaround time. Manage the selection process through partaking in interviews and reviewing employment contracts in order to ensure adherence to recruitment systems and processes. Ensure coordination of pre-commencement candidate documentations and services (such as employment visas) in order to maintain contractual joining dates. Ensure suitably qualified Omani are identified, given priority for all open vacancies, trained and developed. Manage recruitment channels and liaise with agencies, including career fairs and universities Ensuring the effectiveness and efficiency of the sourcing and recruitment processes and implementing comprehensive sourcing strategies for internal and external candidate pools. Develop position specification by obtaining s, skill & competency requirements of the position to be filled. Coordinate & ensure finalization of Offer of Appointment . Manage the full cycle of onboarding process. Manage activities related to employment contracts, leave, airfare and repatriation of employees ensuring employees are provided with their due entitlements in alignment with Omani labour law and regulations. Direct and manage activities related to the administration of both permanent and temporary subcontractors from onboarding through to outboarding. Ensure salary management is carried out effectively, that all benefits and medical issues are administered correctly and that an efficient and cost effective travel service is provided to the organization. Training and Development
Lead the Identification of training needs using a structured format and approach, to form the basis for developing corporate training programs to meet specific job & technical requirements. Work closely with the key support functions to understand the changing business and skills requirements to modify and customize training programs Ensure and develop right training methodologies in accordance with department-wise requirements to achieve organization operational success. Design and manage the annual training schedule for the new hires, within the budget allocation. Ensure availability of infrastructure for training developments in line with the latest technological developments. Examine the cost-benefit of training proposals and organize and co-ordinate the effective delivery of training and developmental programs which are cost beneficial to the organization. Design the Personal Development Plan (PDP) for individuals in order to structure their development in line with identified training needs and career plans. Ensure that the company wide training targets per individual are met in line with the individual training plans. Manage the coaching and mentoring of identified staff to address specified development needs. Implement the mentoring system to address identified mentoring needs. Compensation and Benefits
Manage and prepare an annual operating budget for compensation dispersal among employees. Facilitate the promotion processes as per Job band linked promotion guidelines with plant / functional heads. Design reward and incentive systems to motivate employee and reward for superior performance and to ensure that the incentives are linked to individual performance. Conduct surveys, studies, or research relevant to human resources policies, labour negotiations, and compensation; make recommendation regarding human resources policies and procedures, salaries, and other compensation issues Employee Relations
Implement disciplinary codes when required in a fair and transparent manner and assist in resolving major employee relations issues and concerns and endeavour to come up with mutually satisfactory solutions. Omanization
Develop a creative and pro-active approach to identify Omani talent and build awareness of the company in the marketplace as an employer of choice for local talent (through career fairs and university programs). Implement specific plans for recruiting local graduates/post-graduates from colleges and universities to ensure key local talent is attracted. Prepare and implement necessary internship programs to attract Omani university students Performance Management System
Manage performance management & Ensure that the company wide performance evaluation process in use is fair and transparent and enables an accurate evaluation of employee contribution in order to promote a performance led culture and improve the way in which managers manage the performance of their subordinates. Define and create Performance manager System Policy Manage the Cycle of staff appraisal system ensuring cross organisation compliance to stated policies, procedures and deadlines and that implementation is carried out in a fair and transparent manner. Organization KPI Dashboard.
Review and Manage Organization KPI dashboard Tool and make sure the recognition (Financial or non-Financial) and disciplinary action in place once the tickets service delay/closed withing 24 Hour. NEC Services & Facilities.
Coordinate, maintain & Manage the Facilities (Building/Camps /vehicles) in all locations of the company. Monthly report status of company Facilities to all stockholders.
Quality, Health, Safety, & Environment
Direct the compliance of all relevant quality, health, safety and environmental management policies, procedures and controls across the department to guarantee employee safety, delivery of high quality products/ services and a responsible environmental attitude.
QUALIFICATIONS, EXPERIENCE & SKILLS:
Minimum Qualifications:
Bachelor’s Degree or specialization in HR Preferably MBA or equivalent post-graduate qualification from an internationally recognized business school. Minimum Experience:
10 + Year experience in line HR, management head or Human resource management in Large organization / Industry including at least 7 years in leadership position. Language:
Fluent in English and Arabic Speaking, Writing and Reading. Job-Specific Knowledge & Skills:
Experience understanding employees’ requirements Knowledge in policy formulation and contracts Knowledge of the services/processes undertaken at NEC Advance in OLL and Federation of labour Union Customer service skills Negotiation Strategy Builder Critical thinking & Energic person.
