Job Title: Head of Procurement

Reporting To: VP Finance

Direct Reports: 2 Procurement Engineer/Contract Engineers

Job Purpose: Oversees, plans, and administers the Contracts & Procurement under OQ Alternative Energy VP Finance scope, acting as key focal points with OEMs, building networks, and providing market insight. The role supports the Procurement and Contract standards, providing direction to diverse teams and processes, including ICV, Performance & Strategic Sourcing, and Contracts Management, to achieve positive supplier performance and support business value while ensuring service availability to internal customers.

The position will act in accordance with OQ Group's Mission, Vision, Values & Strategies, as well as policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani government & other legal justifications, and best international practices in consonance with national objectives.

Main Tasks and Responsibilities:

Strategic:

• Develop and expand relationships with key OEMs and contractors in the renewable energy market.
• Direct and preside over building and retaining capabilities within Procurement and Contracts function.
• Direct and drive capacity building initiatives & performance of direct and indirect staff, aligning those initiatives with human resources processes and systems.
• Drive synergistic partnerships with other functions to understand their procurement needs.

ICV:

• Provide a reliable platform to enhance capabilities of local suppliers and monitor key variables for the capacity building initiative.

Procurement, Performance & Strategic Sourcing:

• Direct and preside over Local Supplier Development through a comprehensive development program.
• Manage and lead supplier relations through proactive engagement initiatives.
• Direct and drive Tender Board processes of Tender Committee involved with OQAE procurement procedures.

Contracts:

• Co-develop and oversee the contracting strategy execution of EPC/EPCM's requirements.

Procurement Management:

• Direct and preside over the procurement strategy execution through best-in-class sourcing.
• Preside over and drive the Contracts purchasing performance and administration.

Key Interactions:

Internal: Finance, Business Development, Project Delivery, and Legal Departments

External: Staffing specialized Contractors, Vendors & Suppliers

Notable Working Conditions: Office environment, intensive computer screen use, sporadic visits to operation sites, international traveling when possible and needed.

Education Requirements:

• Minimum qualification is a bachelor's degree in accounting, finance, administration, or related field.
• Master's or any other qualification is a plus.

Language:

Excellent knowledge of written, read, and spoken English (required)

Background and Experience:

Competencies and Skills:

• +16 years of relevant experience in the energy sector.
• Experience in the renewable energy market.
• Technical knowledge of Procurement and Contracts management, preferably with experience in tender boards/committees in Omani state-owned companies.
• Planning and performance management.
• In-depth understanding of Procurement in the energy industry, preferably in the alternative energy sector.

• Procurement & contracts, strategic sourcing, procurement systems, contract management.
• Tendering planning skills.
• Budget/Estimation, Cost Control.
• Strong IT and analytical skills, including knowledge about procurement platforms and ERP.
