About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

Provide Technical Safety Engineering (TSE) support, advice and assurance to management/assets/projects, to ensure compliance with PDO fire & safety standards and regulatory requirements.

Education & Experience

1. Bachelor's degree in engineering (chemical, mechanical, mining, or equivalent).
2. A minimum of 4 years of experience in production or engineering of oil and gas facilities, including a minimum of 3 years of experience in technical safety engineering/process safety.
3. Skilled in Physical Effects Modelling and Quantitative Risk Assessment, experience with Shell FRED and SHEPHERD software is preferred.
4. Proven ability to prepare, lead and facilitate technical safety engineering workshops, such as HAZID, Bow-Ties, ALARP, SIMOPs, and Facility Layout and Siting. Knowledge of HAZOP and SIL classification. Skilled in Hazard Identification & Risk Analysis and Hazardous Area Classification & Drainage.
5. Able to develop ALARP demonstrations for technical/process safety risks and developing HSE cases.
6. Knowledge of Shell standards and guidelines, including sour gas (H2S) design and operations standards and guidelines.
7. Experience with project technical safety management implementation and project execution and preferably in operations support as well.
8. Knowledge of fire protection standards and guidelines.
9. Effective communicator who can influence key stakeholders.
10. Proven coaching and mentoring skills for graduates and young engineers.
11. Good spoken and written capability (technical reports) in English and demonstrated IT literacy.

Main Responsibilities

1. Provide advice and guidance on the appropriate risk mitigation measures required for operational and integrity related technical/process safety issues.
2. Provide guidance, development and lateral learning to other technical safety engineers in PDO. Especially support and mentor young graduate Omani engineers in technical safety engineering.
3. Work with specialist technical safety engineering contractors, including work planning and prioritisation, quality assurance and budgetary control.
4. Participate in reviews and audits in order to facilitate lateral learning and ensure gaps in the systems are addressed.
5. Execute accountabilities and responsibilities identified in the Decision Control and Authorities Framework (DCAF) matrix of accountabilities and responsibilities. In summary, these include:
6. Providing guidance on compliance with PDO standards and Oman legislation relating to process safety hazards and seeking discipline approval for step-outs.
7. Developing HSE cases and supporting hazard identification and risk assessment (HEMP) studies on behalf of the operations or project manager.
8. Ensuring that own technical safety engineering discipline engineering design work is delivered successfully and that appropriate reviews are conducted.
9. Carrying out appropriate TSE discipline and inter-discipline checks and reviews of engineering and design work.
10. Contributing to the development of execution contracting strategies that compliment designs, construction methods and operating methods.
11. Assessing the root causes and learning's from process safety incidents to determine appropriate actions and the need for lateral learning.
12. Contributing to maintenance and update of relevant safety engineering standards.
