Position: Laboratory Trainer / Capability Development Laboratory

Job Purpose

Plan and execute the Capability Development program for the Laboratory discipline at Central Technical Services, under the TL Capability Development scope. This involves designing, planning, and implementing a comprehensive Mechanical Engineering learning and development plan for each employee aligned with TS strategic goals. Lead the delivery of integrated learning solutions to enhance staff effectiveness and organizational performance, ensuring proper assessment and capability enhancement through training.

The position operates in accordance with the Group's Mission, Vision, Values & Strategies, policies, guidelines, international standards, supported by IT platforms, HSE standards, legal requirements, and international best practices, in line with national objectives.

Accountabilities:

  1. Lead the preparation of Talent Development Programs (TDPs) related to Laboratory discipline in collaboration with line managers.
  2. Develop, implement, and monitor the Laboratory Staff Development Strategy aligned with business goals.
  3. Identify training needs by working with Discipline Heads and teams.
  4. Determine capability requirements for Laboratory positions relevant to the industry.
  5. Map existing capabilities and identify skill gaps.
  6. Identify and develop suitable training programs, utilizing in-house or external sources.
  7. Prioritize training needs within budget constraints.
  8. Coordinate with the training department to organize training sessions on time and within budget.
  9. Evaluate training effectiveness and improve methodologies continuously.
  10. Align Laboratory training plans with performance management, succession planning, and leadership development.
  11. Develop and implement People Planning and learning initiatives to meet discipline-specific goals.
  12. Contribute to the ITQAN competency program to meet departmental objectives.
  13. Collaborate with stakeholders to identify individual and team training needs.
  14. Work proactively with Training Providers to develop relevant training interventions.
  15. Serve as SME for Laboratory discipline learning and development, advising the organization.
  16. Provide guidance and training for Plant Operations related to Laboratory discipline.
  17. Propose new work procedures to improve efficiency and effectiveness.
  18. Assist in developing Key Indicators and monitoring tools.
  19. Monitor operational needs and plan succession, talent management, and training solutions.
  20. Review staff performance appraisals to identify skill gaps and conduct Training Needs Analyses.
  21. Assess staff post-training to ensure objectives are achieved.
  22. Implement transition training plans for operational trainees.
  23. Develop Career Progression Programs with defined criteria and competencies.
  24. Coordinate on-the-job training and internship programs for students from educational institutes.
  25. Supervise orientation programs for new employees and visitors.
  26. Evaluate and validate training activities, feedback, and propose improvements.
  27. Mentor and counsel new employees regarding organizational and career objectives.
  28. Prepare weekly/monthly reports as required and implement internal laboratory training programs.

Background and Experience

  • 8-10 years in Laboratory Discipline within Refinery & Petrochemical sectors, with at least 5 years in Capability Development & Training.
  • Experience related to Refinery and Petrochemical Laboratory operations.
  • Experience in Plant Operations, Technical Services, and Project Management in relevant sectors.
  • Knowledge of contract preparation, engineering licenses, and guarantee agreements.
  • Valuable experience in plant maintenance, shutdowns, interfaces, and related jobs.
  • Familiarity with procurement, tendering, and contracting processes.
  • Experience with Brownfield and Greenfield projects.
  • Strong technical judgment and knowledge of industry standards such as API, NFPA, ASME, ASTM, ISO.
