Senior Expert – Procurement and Contract

The position of a Senior Expert - Telecom (Procurement and Contract) is designed to add significant value through:
- Quality check and re-validation of the "SOW" (Scope of Work)
- Contribution to overall project strategies
- Early engagement with internal customers to determine the most effective and cost-efficient technical solutions

Key Accountabilities:
  1. Communicate and plan with internal customers regarding future procurement requirements.
  2. Review the technical aspects of the Scope of Work.
  3. Revalidate the final requisition.
  4. Propose solutions and contracting strategies.
  5. Qualify requests based on prerequisites.
  6. Discuss and understand detailed requirements with internal customers.
  7. Create procurement project plans, obtain approval from supervisors, and communicate with internal customers.
  8. Manage timelines and participate in the entire process: RFI, tendering, evaluation, awarding, and contracting.
  9. Prepare contract handovers to internal customers.
  10. Align projects with the company's vision, mission, and values.
  11. Participate in annual initiatives led by senior management.
  12. Identify and prioritize projects, developing strategic solutions.
  13. Help identify weaknesses in procurement processes and recommend improvements.
  14. Collaborate with project teams, discuss issues, and provide advice.
  15. Prepare weekly updates with analysis and comments.
  16. Manage duties to meet individual and departmental KPIs.
  17. Adapt to work stresses and demands to maintain performance levels.
  18. Be flexible, including working after hours if needed, handling multiple tasks, and adapting to new systems.
Knowledge / Technical Skills:
  • Extensive knowledge of procurement processes with at least 15 years total experience, including 10 years in procurement.
  • Experience in tender preparation, bid evaluation, contract negotiation.
  • Ability to lead cross-functional teams and develop solutions based on internal customer needs.
  • Technical skills to analyze SOW, BOQ, and contracts, and suggest alternatives.
  • Problem resolution skills with minimal supervision.
  • Ability to build strategic relationships and negotiate effectively.
  • Excellent English communication skills; Arabic skills are an advantage.
  • Proficiency in PC use, ERP systems like Oracle, and supply chain management.
  • Knowledge of sourcing, tendering, contracting, legal and financial aspects of contracts.
  • People management, networking, and negotiation skills.
Education / Certifications:
  • Graduate degree in Electronics or Telecom Engineering.
  • Postgraduate diploma or certification in Procurement or Supply Chain Management (advantageous).
Experience:

Extensive procurement experience, with specific expertise in tendering, evaluation, and contracting.
