The Supply Chain Manager is accountable for the planning and execution of all contracting and procurement activities in a project (or a portfolio of smaller projects) in accordance with Project requirements, making the best use of the actual and potential markets, and the application of standard processes, systems and controls. The scope of this position covers all contracts in Oman during the development and execution phase. This involves a complex portfolio of larger and smaller contracts from the Assess phase till project completion. The complexity is driven by implementation of multiple overlapping phases of the project where design, fabrication and implementation takes place in multiple wells. Uncertainties resulting from working in a less well understood environment and subsurface conditions of the field, add to the complexity. RequirementsRequirements EXPERIENCE / QUALIFICATIONS NEEDED Business or Engineering degree, or equivalent.  Mastery of Supply Chain professional competencies. Understanding of strategic, technical, legal, finance, taxation and commercial issues, able to cope with complexity and uncertainty.  At least 15 years relevant experience in E&P especially Possesses valid driving license  Skilled in computer aided operations, maintenance and communication systems (DCS, SAP and office) Good oral and written Technical English capability (communication skills) Comprehensive understanding of Contracting and Logistics in a major project context. Detailed knowledge of project drivers in define through execute phases. Creative thinker capable of developing innovative solutions and a motivated self -starter with a track record of delivery. Applied knowledge of effective local content development. REPORTING: The Supply Chain Manager will report to CFO. LOCATION: Muscat ESSENTIAL JOB FUNCTION:   The Supply Chain Manager responsibilities include but are not limited to: Lead and Manage the supply chain function to meet business operational requirements Developing the strategic direction for Procurement and Contracting at the start of any project and ensuring maximum added value during implementation in compliance with company standards and policies Support the delivery of projects in the execution phase, with respect to schedule and cost in the current supplier dominant market. Maintain accurate auditable records of all procurement process which result in the highest process compliance. Manage internal and external interfaces including JV partners, suppliers and government bodies. Attract, retain and develop competent staff to meet the capability demand. Drive the implementation of category management in projects. Drive the cost -effective implementation CP best practices, systems and tools into the project Develop and implement a robust Contracting and Procurement strategy to place demand in the marketplace in the optimal manner to secure third party services and materials in compliance with schedule, quality requirements and on best commercial terms taking full cognizance of risks and opportunities. Recruit, develop and manage the activities of a team of specialists in the provision of contracting and procurement services on the Project.  Maintain the Plan and a representative suite of KPIs demonstrating team performance at all stages. Execute detailed pre -qualification, tendering and negotiating tactics in support of the strategies. Develop and effect the project local content plan to utilize and build market capacity and capability. Drive HSE and Goal Zero in the process of contractor and supplier selection and in the subsequent work execution phases.  Develop and implement opportunities to increase the use of effective local business capacity. Develop and implement comprehensive post award contract management plans for all major contracts awarded. Ensure all variation requests are dealt with in a timely manner, and structure and manage contracts and agreements in a proactive manner with the objective of minimizing claims and disputes. Lead project teams in selected negotiations with contractors to achieve the mandated project objectives. Lead project teams in the resolution of commercial and contractual issues with contractors including terms and conditions of contract in collaboration with legal, risk and insurance specialists. Frame the delivery of Local Content Business Development plans to meet national obligations and manage stakeholder associated relationships and aspirations. Maintain a close working relationship with project services, finance, legal and other functional teams to ensure that CP documentation is compliant with project reporting and controls requirements and all fiscal and legal regulations. Ensure business ethics are maintained to the highest level and ensure compliance with the General Business Principles.
