JOB CONTENT
To perform all activities that support tendering and contracts management for PDC; perform all administrative tasks pertaining to contracts management; provide administrative assistance in the tendering process while adhering to the policies and procedures set and followed by the company.
Duties and Responsibilities
Operational:
- Responsible to assist the Tendering & Contracts Section Head in the development of contract proposals that support the procurement objectives.
- Review contract estimates, including proposed materials, overhead costs, etc. and determine whether they seem reasonable and accurate.
- Responsible to maintain and ensure that all records are accurate and up to date.
- Responsible to prepare contract letters and other communications and notices to the vendors / subcontractors / suppliers.
- Participate on negotiations on contract terms while ensuring that projects remain within the established budget.
- Perform detailed reviews of bid costs and pricing summaries by mitigating against risks to ensure all bids are cost appropriate and adhering to decided tendering strategies.
- Analyze contracts to ensure they comply with the laws and regulations.
- Responsible to monitor the budget, expenses, compliance status, and obligations.
- Responsible to analyze any potential risks posed by a contract.
- Complete all other related tasks as assigned from time to time by the management.
- Ensure all aspects of regulatory compliance are adhered to in regard to the respective Procurement Policies, external requirements, and tender regulations; implement strategies that safeguard the PODC's contractual and commercial risk.
- Ensure that all procurement activities are carried out as per procurement procedures; allocate responsibilities to team members and ensure all team members adhere to procurement procedures.
- Update, maintain, and safeguard the tender and contract documents for the department.
- Implement procurement strategies and policies that support tendering and contracts management.
- Monitor and assess the RFP (Requisition for Purchase) raised by the Contractors and ensure it is as per the Tender requirement and as per the budgeted Bill of Quantities (BOQ).
- Responsible to identify cost reduction opportunities to achieve financial goals.
- Study the tender documents and submission documents; analyze the requirements of the tender documents and identify any non-compliance, if any.
- Estimate the Tender Bond and liaise with Finance Department for its arrangement as per the requirements of the tender.
- Ensure that the team members follow appropriate relations, communications and correspondence with stakeholders.
- Perform detailed reviews of bid costs and pricing summaries by mitigating against risks to ensure all bids are cost appropriate and adhering to decided tendering strategies.
- Review and audit the overall execution of projects according to contracts to ensure proper close-out of all the contracts.
- Coordinate with vendors and subcontractors and oversee the tendering processes by providing guidance wherever found necessary to ensure the team is directed to meet PODC's objectives.
- Complete all other related tasks as assigned from time to time by the management.
MINIMUM EDUCATION & QUALIFICATIONS
Education:
- Bachelor's degree in Supply Chain Management or as per the Minimum Qualifications and Experiences matrix in PODC.
Experience:
- 4 years of similar experience in Procurement function with preference of Port services or logistics industry or as per the Minimum Qualifications and Experiences matrix in PODC.
