This role has the overall responsibility for establishing and maintaining the strategic and operational capacity of technology supply chains at Vodafone Oman. The primary responsibilities are to deliver investment and spend optimisation and execute cost saving initiatives, whilst ensuring regulatory and internal governance compliance.The key outcomes expected are to deliver substantial and sustainable contributions to company profitability, and to contain commercial risk through contracts.

Key accountabilities and decision ownership:

  • Prepare and execute the technology sourcing strategy to maximise the benefit to be derived from the total cost of ownership.
  • Accountable for network deployment and IT environment contracts to drive value and timely delivery.
  • Provide pre-and-post award contract management for own contracts and procurement portfolio, based on SCM Procurement Policy and sound industry practices.
  • Research the market to negotiate favourable commercial terms with suppliers, service providers and Group companies.
  • Category demand planning.
  • Plan strategies to reduce company working capital through the implementation of effective inventory management and payment terms.
  • Interactions with stakeholders across the business to build strong and credible relationships to maximize overall delivery.
  • Use judgement based on analysis and resolve problems by identifying and selecting solutions through the application of acquired technical experience.
  • Understands the category and its context within SCM and the impact of its performance on all other teams.
  • Management and control of all category databases and records and KPIs.
  • Generation and issuance of company-wide Purchase Orders, Goods Receipts management, plus resolution on invoices and payments.
  • Warehouse management systems and end-to-end inventory management.
  • Distribution from warehouse to stores, sites and locations.
  • Management and control of all SCM databases and transactions in the ERP system, including item master, transactional databases and error resolution for the respective category.

Core competencies, knowledge and experience:

  • Strong analytical skills, with the ability to derive accurate conclusions from a large volume of diverse and complex data.
  • Commercial acumen and solid knowledge of the technology / telecoms market, and key vendors and players.
  • Extensive experience in leading complex negotiations with suppliers and service providers, considering local, regional and global influences throughout the supply chain.
  • Good interpersonal skills and stakeholder management across functions at a senior executive level.
  • A minimum of 6 years in a Contracts and Procurement.
  • Extensive and demonstrable experience in commercial negotiation with suppliers and service providers

Key performance indicators:

  • Timely delivery of contracts and issuance of Purchase Orders against established targets.
  • Deliver targeted cost savings.
  • Build a performance orientated category which delivers excellent service through collaborative efforts.
  • Drive in country value (ICV) efforts to maximise local employment and in country spending.
  • Ensure 100% compliance to SCM Procurement Policy and Manual of Authority requirements.

Must have technical / professional qualifications:

  • University degree in Supply Chain Management, Engineering, Law, Technical, Scientific or Commercial field
  • A procurement, supply chain or logistics qualification from an internationally recognised body is a distinct advantage.
