Job Title: Contract Engineer

The Contract Engineer is responsible for planning, organizing, managing, and executing contract engineering activities from initial strategy development through award and post-award contract management. The goal is to ensure the smooth operation of contracts, mitigate claims, manage ACV and variations, and meet contractual durations to achieve contract profitability and market competitiveness.

Requirements
  • Bachelor Degree in Engineering, Operations Management, Quantity Surveying, Economics, Business, Supply Chain Management, or equivalent.
  • Minimum 5-10 years of experience in Contract Engineering or equivalent.
  • Proficiency in technical English (oral and written communication skills).
  • Experience with highly critical contracts of ACV over USD 100 Million or managing over 20 contracts with ACV over USD 25 million.
Reporting

The Contract Engineer reports to the Supply Chain Manager.

Location

Based in Muscat, on a permanent basis.

Essential Job Functions
  1. Manage contract activities from strategy development to award for high-value, complex, or risky contracts, including post-award management.
  2. Prioritize HSE compliance according to company rules, HSE golden rules, and Life Saving Rules.
  3. Manage the full sourcing process, from strategy development and pre-qualification to tendering and award, ensuring clarity and completeness of tender documents.
  4. Assist and support end users to ensure shared understanding and adherence to CP standards, procedures, and guidelines throughout the sourcing and contract management processes.
  5. Develop and implement contract management plans, KPIs, and stakeholder workshops to oversee effective post-award management and drive improvements.
  6. Develop and challenge technical and commercial evaluation models to ensure accurate and complete evaluations, engaging tender boards for award decisions.
  7. Coordinate with Contract Holders and stakeholders to manage contract changes, variations, and claims, minimizing disruptions and cost overruns.
  8. Maintain all contracts and related documents in the Masar System for future reference and audits.
  9. Identify improvements in contract management processes and actively participate in related meetings and workshops.
  10. Support and mentor other C&P staff and stakeholders to develop in-house talent for future challenges.
