Mala'a membership spans across several sectors including the banking and financial sector, SME Funds, and Telecom. Mala'a is also connected to several government entities as data providers, to position Mala'a as a national databank.

The establishment of the Centre comes as an important pillar of the Central Bank of Oman's Strategy: to establish a cross-sectored National Databank that empowers Oman to transform into a knowledge-based nation.

Position Summary:

We are looking for a strategic and experienced Data Analytics Lead to oversee the end-to-end data analytics function. This role is critical to converting raw credit and market data into strategic insights that drive decision-making, policy formulation, and product development. The ideal candidate must possess strong technical expertise, combined with a comprehensive understanding of business banking, SME finance, and various market sectors including Fintech, telecom, retail, insurance, and utilities.

This position plays a key role in providing high-impact analytics, managing cross-functional collaborations, and guiding internal and external stakeholders through data-driven strategies that support national financial inclusion, credit risk monitoring, and regulatory compliance.

Key Responsibilities:

• Strategic Analytics & Market Insights
• Lead the design and implementation of analytics strategies that support credit bureau operations and align with national credit infrastructure goals.
• Deliver holistic insights across various market segments including business banking, Fintech, and non-financial institutions.
• Analyze credit data trends to support decision-making by regulatory bodies and financial institutions.
• Advanced Data Processing & Automation
• Utilize advanced tools and techniques to mine, clean, and transform large data sets from primary and secondary sources.
• Automate recurring data pipelines and reporting workflows to improve operational efficiency.
• Forecasting & Impact Analysis
• Develop and maintain robust models for credit behavior forecasting, delinquency trends, and penalty simulations.
• Produce impact assessment reports to evaluate the outcome of regulatory changes, product launches, and market shifts.
• Provide forward-looking insights that inform business strategies and policy decisions.
• Business Intelligence & Reporting
• Develop and maintain advanced dashboards and business intelligence reports using tools like Power BI, Tableau, and Business Objects.
• Translate complex data sets into clear, actionable visualizations tailored to stakeholders across business, risk, and regulatory domains.
• Cross-Sector & Product Analytics
• Conduct deep-dive analytics into sector-specific behaviors (e.g., corporate credit, SME lending, telecom risk scoring).
• Collaborate with product and technology teams on data-driven product development and innovation.
• Credit Risk Modeling & Simulations
• Support the design and execution of simulations related to credit scoring, penalties, and delinquency impact assessments.
• Work closely with Quality and Risk teams to ensure accurate implementation and interpretation of analytics outputs.
• Governance, Compliance & Collaboration
• Ensure all data activities are aligned with national data governance frameworks, confidentiality requirements, and compliance standards.
• Act as a data subject matter expert in strategic meetings and cross-functional working groups.
• Team Leadership & Knowledge Sharing
• Mentor junior data analysts and support a culture of continuous learning, innovation, and excellence in analytics.
• Lead internal training on analytics tools, techniques, and business understanding.

Person Specifications: Experience & Qualifications

• Bachelor's or Master's degree in Data Science, Information Systems, Statistics, Computer Science, Finance, or related fields.
• Minimum 5 years of experience in data analytics, preferably in financial services, credit bureaus, or the banking sector.
• Strong business acumen and practical understanding of credit risk, business banking, and cross-industry dynamics.
• Hands-on experience with SQL, Oracle, and at least one programming language (e.g., Python or R).
• Expertise in BI and visualization tools such as Power BI, Tableau, or SAP Business Objects.
• Advanced proficiency in statistics and data modeling tools (Excel, SPSS, SAS, etc.).
• Proven ability to lead data-centric projects from ideation to delivery.
• Strong analytical thinking, attention to detail, and problem-solving capabilities.
• Excellent written and verbal communication skills, with the ability to present to executive and technical audiences alike.
• Professional certifications in data analytics, business intelligence, or cloud data platforms are an added advantage.
