The Security Manager will oversee all security operations across Hafeet Rail's construction sites, personnel, assets, infrastructure, designs and cargo. The role involves developing, implementing, and maintaining comprehensive security policies and procedures, managing security risks, and coordinating closely with law enforcement and regulatory authorities in the UAE and Oman. The Security Manager will work collaboratively with various departments to safeguard railway constructions and operations and ensure compliance with national security laws, regulations and industry best practices throughout project design and construction to operations.

Principal Accountabilities

• Security Policy Development: Develop, implement, and continuously update security policies and procedures to ensure the security of personnel, passengers, assets, and infrastructure in compliance with local laws and international standards.
• Risk Assessment & Mitigation: Conduct regular security risk assessments across all Hafeet Rail construction sites and operations. Identify vulnerabilities and implement effective mitigation strategies to minimize security risks to the network and its operations.
• Incident Management: Oversee and manage security incidents, including reporting, investigation, and resolution. Ensure that security breaches and emergencies are responded to swiftly and effectively, minimizing impact on operations.
• Coordination with Law Enforcement: Serve as the primary liaison with local and national law enforcement agencies, ensuring collaborative efforts in protecting railway constructions and operations, infrastructure, and personnel.
• Security Audits & Inspections: Lead regular security audits and inspections to identify gaps in current security measures and ensure continuous improvement in security protocols.
• Training & Awareness: Develop and deliver security training programs for employees to enhance awareness and preparedness in handling security incidents, including emergency response and crisis management.
• Outsourcing of security services: manage and oversee all activities delegated to the security outsource contractors. Plan and execute the security patrolling within operation sites includes the alignments and facilities.
• Security Operation Rooms: manage overall activities of the security operation rooms in the project.
• Technology & Systems: Implement and manage advanced security technologies, including surveillance systems, alarms, and other security technologies and access controls measures for all railway facilities and operations.
• Cargo & Passenger Security: Ensure the security of cargo and passengers, working closely with operations teams to prevent unauthorized access and mitigate potential security threats.
• Emergency Planning & Crisis Management: Develop and maintain emergency response and crisis management plans. Conduct regular drills and training sessions to ensure preparedness for potential security incidents.
• Compliance & Regulatory Adherence: Ensure compliance with all relevant security regulations and standards in both the UAE and Oman. Prepare and submit reports to regulatory bodies as required.
• Collaboration with Internal Departments: Work closely with other departments, including operations, legal, and safety, to ensure comprehensive security across all aspects of railway operations.
• Carry out any additional duties as instructed by the Executive Director of Safety & Compliance.

Knowledge, Skills, and Experience

• Bachelor's degree in security management, Criminal Justice, or a related field.
• 8+ years of experience in security management, preferably within the transportation, infrastructure, or rail industries.
• Strong knowledge of international security regulations, best practices and UAE and Oman security laws.
• Proven experience in risk assessment, incident management, and security policy development.
• Excellent communication and interpersonal skills with the ability to work collaboratively with law enforcement and internal teams.
• Leadership skills with experience in managing security teams and coordinating emergency response efforts.
• Familiarity with security technologies, including access control systems, surveillance, and intrusion detection systems.
• Certification in security management (e.g., CPP, PSP) is highly desirable.
• Ability to travel across project and operation sites in the UAE and Oman.
• Excellent communication skills in both; Arabic and English languages or advanced level of written and verbal skill
• Carry out any additional duties as instructed by the Executive Director of Safety & Compliance.
