Procurement and Contract Manager

Job Description:

This role oversees all procurement activities including sourcing, purchasing, supplier management, and contract administration. The manager ensures that procurement strategies align with organizational goals, compliance with internal policies and external regulations, and the efficient, cost-effective acquisition of goods and services.

The Procurement and Contract Manager is responsible for leading and managing the Procurement and Contracts Division. This role involves developing and implementing procurement strategies aligned with company objectives, managing end-to-end procurement processes for goods, services, and works, identifying cost-saving opportunities, and ensuring quality and timely delivery.

The manager must also establish and monitor procurement KPIs and reporting metrics, oversee contract lifecycle management, ensure compliance with contractual terms, risk mitigation, and legal requirements, liaise with legal teams to resolve contractual issues or disputes, maintain contract records, logs, and performance evaluations.

Additionally, the Procurement and Contract Manager is responsible for building and maintaining strong relationships with key suppliers and vendors, evaluating supplier performance, conducting periodic reviews and audits, developing and managing vendor qualification and onboarding processes.

The manager will also lead and mentor the procurement and contracts team, including buyers and contract officers, set clear goals, provide performance feedback, and ensure ongoing training and development, foster a culture of ethical procurement, compliance, and continuous improvement, ensure adherence to company procurement policies, procedures, and regulatory requirements, conduct risk assessments, and enforce ethical procurement practices.

The ideal candidate should have a bachelor's or master's degree in Supply Chain Management, Business Administration, Engineering, or related field, and professional certification (e.g., CIPS, CPM, PMP) is preferable. Minimum 8 years of experience in the Procurement division and minimum 3 years in a managerial role are required. Any industry but Telecommunications is preferred, and English and Arabic languages are necessary.
