Job Summary

We are seeking a highly skilled Cost Control Engineer to join our team at Muriya Tourism Development. The successful candidate will be responsible for managing financial and contractual aspects of design and construction projects.

This role requires a strategic leader capable of ensuring cost efficiency, accurate financial forecasting, and compliance with contractual obligations while navigating the complexities of high-value developments.

About the Role

The ideal candidate will possess a proven track record in GCC/Oman projects and demonstrate expertise in value engineering, risk mitigation, and stakeholder collaboration.

  • Cost Management & Budget Oversight:
    • Budget Development: Create comprehensive project budgets aligned with design specifications, procurement plans, and project timelines.
    • Cash Flow Forecasting: Develop detailed cash flow projections, monitor expenditure against milestones, and update forecasts to reflect progress, delays, or scope changes.
    • Cost Tracking & Reporting: Implement real-time cost-tracking systems to monitor materials, equipment, and subcontractor expenses.
    • Change Management: Evaluate the financial impact of design changes, variations, and unforeseen site conditions.
  • Quantity Surveying & Valuation:
    • BOQ Preparation: Lead the preparation of Bills of Quantities (BOQs) for tenders, including detailed take-offs from AutoCAD/BIM models.
    • Payment Certification: Review and certify interim payments, final accounts, and retention releases.
    • Variation Analysis: Assess contractor-submitted variations for legitimacy, accuracy, and compliance with contractual procedures.
  • Contract Administration & Compliance:
    • FIDIC/Oman Standard Agreement Expertise: Administer FIDIC Red/Yellow Book/Silver Book/White Book or the Omani Standard contracts for consultancy and contractors.
    • Claims Management: Defend against contractor claims by maintaining meticulous records of site instructions, delays, and correspondence.
    • Regulatory Compliance: Ensure adherence to Omani construction laws, tax regulations, and municipality requirements.
  • Procurement & Tendering:
    • Tender Process: Lead pre-qualification, tender documentation, and bid evaluations for contractors, subcontractors, and suppliers.
    • Negotiation: Finalize contracts with favourable terms, including liquidated damages, performance guarantees, and payment schedules.
    • Supplier/Vendor Management: Audit supplier invoices, track material deliveries, and resolve discrepancies to prevent cost overruns.
  • Risk Management & Value Engineering:
    • Risk Register: Maintain a dynamic risk register, quantifying financial exposure for delays, price escalations, or scope creep.
    • Value Engineering: Collaborate with design teams to identify cost-saving opportunities without compromising quality or design intent.
    • Audits: Conduct periodic cost audits to verify site progress, material usage, and labour productivity against budgets.
  • Stakeholder Collaboration & Reporting:
    • Client Reporting: Prepare monthly cost reports with earned value analysis (EVA), variance explanations, and revised forecasts for senior management and clients.
    • Cross-Functional Coordination: Work with project managers, engineers, and QAQC teams to align financial plans with technical deliverables and quality standards.
    • Handover Support: Finalize cost reconciliations, closeout financial documentation, and assist in asset handover to facility management teams.
