Job Summary

This is a dynamic role that requires a highly skilled and organized individual to oversee transportation operations. The ideal candidate will have a strong background in traffic management, air freight operations, and logistics.

Main Responsibilities

  • Schedule work priorities based on day-to-day traffic management operations, ensuring timely delivery of cargo.
  • Develop and implement work standards, identify training needs, and provide training and supervision for personnel using automated computer programs and web-based systems.
  • Verify the accuracy of shipping documents, including Nomenclatures, Quantity, Transportation Control Numbers (TCN), Transportation Account Code (TAC), Consignor and Consignee Codes, Hazardous/Classified materials, ITARS certifications, and other essential transportation data.
  • Properly classify freight, select commodity codes, choose the most efficient mode of shipment, and control obligations for government transportation funds.
  • Prepare all required shipping documents for data input into computerized systems, assign Transportation Control Numbers, produce labels, issue truck manifests for general/hazardous cargo, and maintain manifest and TCN logs.
  • Utilize automated computer systems to process and document transportation data accurately, including Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes, and other essential transportation data.
  • Perform system administrator duties as required.
  • Inspect hazardous materials to ensure proper packaging, marking, labeling, documentation, and certification according to applicable regulations.
  • Inspect, accept, and inventory incoming freight and containers for overages, shortages, and damage before acceptance, initiating and completing discrepancy reports as needed.
  • Provide asset visibility and real-time tracking to customers using various systems, including IGC, RFID-ITV, GDSS2, or SMS.
  • Prepare shipping documents and movement requests for international and domestic shipments between sites and container movements from the port of embarkation to the port of debarkation shipped by surface or sealift.
  • Perform port handling and inland transportation duties, ensuring subcontractors comply with the statement of work; inspect and document each shipment for contract compliance on customer service survey forms.
  • Process export traffic release requests for sealift shipments using Surface Deployment Distribution Command's Integrated Booking System.
  • Handle host country customs clearances and liaison with military and host country ministries on import and export for border customs clearances, airport customs clearances, and seaport clearances.
  • Select and initiate contact with local carriers to arrange transport equipment for containers, classified, sensitive, hazardous, or outsized shipments based on size, weight, commodity description, freight classification, required delivery date, priority, or other special requirements.
  • Load/unload 463L pallets, equipment, vehicles, and ISO containers from flat-bed/low-bed trucks, assisting in loading/unloading military vessels at the seaport when necessary.
  • Perform pallet and net manager duties by inspecting, issuing, accounting for, controlling, reporting, and maintaining operational stock levels of 463L pallets, nets, and other tie-down equipment located on-site.
  • Perform WPM custodian duties by inspecting, certifying, record-keeping, and reporting receipt and usage requirements.
  • Perform CCO duties by completing monthly container inventories, ensuring all containers located on-site are inventoried between the 1st and 30th day of each month, and reporting lost, damaged, destroyed, or modified containers within 12 hours of discovery.
  • Perform container inspections and report findings on the DA 2404 equipment inspection and maintenance worksheet.
  • Receive/ship all containers in JCM within 12 hours of receipt or departure.
  • Prepare, inspect, review, and submit preload plans, hazardous materials diplomatic clearances, and other documents to facilitate air movement.
  • Inspect cargo documentation and certify that cargo is built correctly and airworthy.
  • Determine cargo configuration, shoring, and aircraft loading requirements in accordance with Air Transportability Test Loading Activity Certifications.
  • Assist in loading, unloading, and servicing aircraft, ensuring cargo loads are secure and tied down.
  • Handle explosives safely.
  • Assist in passenger service procedures, check-in, manifest passengers and baggage, perform security checks, and assist in loading/unloading passengers and baggage from aircraft.
  • Implement, document, and control quality, environmental, and safety programs.
  • Prepare and handle cargo in accordance with prescribed regulations, instructions, technical orders, and procedures.
  • Accomplish receiving processes for all inbound cargo functions of MILSTRIP and NON-MILSTRIP shipments addressed to the host installation in accordance with regulation.
  • Maintain Technical Orders, publications, forms, and files required for Traffic Management operations.
  • Compile data and submit reports and other correspondence as required.
  • Perform other duties as assigned.
  • Work in normal office, maintenance shop, or warehouse environments and may be required to work outdoors for extended periods.
