Product Specialist – Domestic Card Scheme

Central Bank of Oman is seeking a competent, committed, self-motivated, and enthusiastic Omani candidate to work as a Product Specialist – Domestic Card Scheme.

Key Responsibilities:

  1. Develop and implement the DCS product strategy and roadmap.
  2. Lead market research and needs assessment for product innovation.
  3. Manage the full product lifecycle: ideation, development, launch, and ongoing improvements.
  4. Define pricing models, incentives, and promotional strategies to drive adoption.
  5. Collaborate with banks, PSPs, merchants, technology providers, and regulators.
  6. Ensure DCS products comply with EMV standards, PCI DSS, and CBO regulations.
  7. Analyze product performance against KPIs and recommend improvements.
  8. Provide timely and accurate reports to senior management.
  9. Manage payment product budgets and financial performance.
  10. Build and maintain relationships with stakeholders, vendors, and partners.
  11. Lead and mentor junior team members.
  12. Stay updated on industry developments and best practices in product management and secure development lifecycle.

Skills and Competencies:

  • Deep knowledge of card payment ecosystems (issuance, acquiring, tokenization).
  • Understanding of EMV standards, mobile payments, NFC, and payment gateways.
  • Strategic thinking and problem-solving skills.
  • Excellent communication, negotiation, and relationship management skills.
  • Strong project management and financial analysis skills.
  • Expertise in EMV specifications (Contact/Contactless).
  • Knowledge of Mobile and Digital Payments (Tokenization, Mobile Wallets, NFC, QR payments).
  • Product Pricing & Profitability Modeling.
  • Understanding of Payment Systems Operations (Switching, Clearing, Settlement, OmanNet infrastructure).
  • Familiarity with Payment Standards (EMV, PCI DSS, ISO 8583, ISO 20022).
  • Fraud Risk Management skills.
  • Business Continuity Planning (BCP/DR).
  • Project Management certification (PMP or equivalent) preferred.
  • Knowledge of Digital Transformation trends in card payments.
  • Experience with Systems Testing and certification processes.
  • Understanding of banking/payment IT environments.
  • User-centric design thinking approach.

Minimum Qualifications and Experience:

Bachelor's degree in Information Technology, Information Systems, Business Administration, or E-Business Management.

At least 7 years of experience managing card products within card schemes, banks, or PSPs.
