Reporting To (Functional Title): GM Asset Management and Technical Support

ROLE PURPOSE

Manage current and future PWPA & PPA contracts and support projects for any new PWPAs. Ensure the effective and efficient management of the company's assets throughout their entire lifecycle. The primary objective is to optimize asset performance, minimize risks, and maximize the value derived from these assets. The Technical Support Specialist plays a critical role in maintaining the reliability, safety, and sustainability of Marafiq company's infrastructure and equipment.

ACCOUNTABILITIES AND RESPONSIBILITIES

  1. Key Responsibilities:
  • Ensure Marafiq fully complies with all technical, commercial, and legal obligations outlined in the respective Power and Water Purchase Agreements (PWPAs).
  • Manage and document lessons learned from existing PWPAs and Power Purchase Agreements (PPAs) while providing support for new projects.
  • Represent Marafiq in all interactions with clients and stakeholders.
  • Oversee and witness tariff energy meter calibration to ensure accuracy and compliance.
  • Contribute to investigations of major power or water incidents, providing technical and operational insights.
  • Collaborate with internal departments to address all matters related to PPAs and PWPAs, ensuring seamless coordination and compliance.
  • Ensure effective monitoring of all asset's performance.
  • Clients interface management.
People Management:

Lead and oversee the department's team, including both direct and indirect reports, by implementing effective recruitment, professional development, performance management, and succession planning strategies. Foster a high-performance culture to maximize team efficiency and ensure the achievement of departmental objectives.

Financial Model Control:

Conduct regular monitoring and analysis of the financial model for existing assets to ensure accuracy and alignment with business objectives. Provide financial insights and support for new projects, ensuring effective decision-making and financial sustainability.

Regulatory Compliance:

Ensure adherence to all relevant regulations, standards, and guidelines governing asset management and utility operations. Conduct daily monitoring of assets to verify compliance with the terms and conditions outlined in the Power and Water Purchase Agreements (PWPAs).

Budgeting and Cost Control:

Work closely with finance and operations teams to develop both annual and long-term (up to five years) asset management budgets. Monitor expenses, track financial performance, and implement cost optimization strategies for asset maintenance and replacements to ensure financial efficiency and sustainability.

Data Management:

Ensure accurate and timely updates and analysis of monthly operational statistics related to power and water purchase data. Provide necessary information and reports to internal departments, external auditors, and relevant stakeholders, supporting compliance, planning, and project development initiatives.

Reporting:

Review and analyze monthly dispatch reports and daily operational reports. Assess reports submitted by contractors, consultants, and advisors to ensure accuracy and compliance. Prepare Marafiq's monthly reports and ad-hoc reports, highlighting challenges, deviations from contractual obligations, and potential risks, while recommending timely mitigation measures. Develop and submit project-related reports as required. Oversee and manage all correspondence and official communications between Marafiq and its clients.

Policies and Procedures:

Verify performance test procedures and results with support and guidance from other technical functions. Verifying relevant testing procedures as well as witnessing those tests at plants.

Health, Safety & Quality:

Manage the departmental compliance to all relevant health, safety and quality requirements, in order to guarantee employee safety and legislative compliance.

Invoicing verification/validation:

Scrutinize and review monthly invoices for the purchase of power and/or water from power and/or water desalination plants and provide it to CFO for verification/validation.

Continuous Improvement:

Identifying opportunities for continuous improvement in asset management processes, practices, and technologies, and implementing changes to enhance efficiency and effectiveness.

  • QHSE, Finance and Procurement, HR, Projects, DPC, Regulated water O&M, Commercials, Legal, etc. Almost all functions under Marafiq.
  • Board of Directors.
  • Audit & Risk committee.
  • Tender committee.

External:

  • Shareholders.
  • All related Authorities.
  • Any future customers.
  • All stakeholders including vendors.

ROLE REQUIREMENTS

Minimum Qualifications:

  • A bachelor's degree in a related field such as Engineering, Business Administration, Finance, Economics, or a relevant technical discipline. Certified Maintenance and Reliability Professional (CMRP) or Certified Asset Management Assessor (CAMA) will be preferable.
  • Proficiency in English is a must.

Minimum Experience:

8 years of relevant work experience in asset management, utility operations, or a related industry. This experience may include roles in PWPA/PPA management, asset planning, maintenance, reliability, risk management, or similar positions.
