Job Description

The Proposals Manager will be responsible for managing Municipal/Industrial/Wastewater tenders for Oman's local market, from pre-qualification to project award. This includes technical discussions, design, engineering, value engineering, client/supplier/stakeholder negotiations, and cost estimation.

Main Responsibilities:

  1. Lead and coordinate the full cycle of the proposal effort/activity, from gathering inputs and developing estimates to the timely final submission of a compliant, complete, and competitive bid.
  2. Develop and manage the overall proposal (including technical, financial, contractual, legal, and staff components) ensuring it complies with corporate policy and procedures.
  3. Collaborate and cooperate with various stakeholders, finance, human resources, legal & operational departments to determine project feasibility, key drivers of competitiveness, proposal strategy, target price, and main deviations against the specifications of the tender.
  4. Benchmark and estimate competitive prices in line with the commercial strategy set out by Veolia management.

Key Requirements:

  • Bachelor's degree in engineering, or certified equivalent qualification in engineering.
  • Additional qualifications or professional accreditations.
  • 5 to 8 years' experience in the [Water/Waste] sector with experience in [EPC/O&M] contracts.
  • Excellent written and spoken English. Arabic is an advantage.
  • Operational experience, or experience in design & execution, of such projects, is an advantage.
