POSITION SUMMARY

The Group Chief Executive Officer (GCEO) provides strategic leadership, direction, and oversight across the company and its subsidiaries to deliver sustainable business developments that advance Oman's Vision 2040. Reporting directly to the Board of Directors, the GCEO is responsible for defining and executing the Group's vision, strategy, and operating plans; ensuring robust governance and accountability; securing and managing strategic partnerships; optimizing portfolio performance; and positioning the company as a leading driver of national economic diversification. The role requires a visionary and results-oriented leader with significant experience in large-scale development, investment, and organizational transformation—capable of integrating commercial success with sustainability, innovation, and community impact.

KEY RESPONSIBILITIES

Strategic Leadership & Governance


• Define and articulate the company's vision, mission, and long-term strategy in alignment with national priorities and the direction of the Board.


• Lead the preparation and execution of annual business and operating plans, ensuring effective performance against approved budgets and KPIs.


• Establish governance frameworks, compliance systems, and accountability mechanisms across all subsidiaries and business units.


• Ensure transparency and timely reporting to the Board and its committees, including Executive, Audit & Risk, and Major Tender.

Project Delivery & Operational Excellence


• Lead the end-to-end execution of major projects, ensuring delivery on time, on budget, and in accordance with international quality and safety standards.


• Provide overall guidance and coordination across development, construction, and investment activities to ensure successful execution of the corporate objectives.


• Ensure integration of project management, procurement, and risk management practices across the Group to deliver consistent, world-class outcomes.


• Oversee property and asset management strategies to optimize returns, operational performance, and long-term value creation.


• Oversee the delivery of the major related projects, ensuring completion within scope, schedule, and budget.


• Enhance operational efficiency through process improvement, innovation, and effective resource utilization.


• Integrate risk management, procurement, and quality assurance systems across the Group.


• Oversee property and asset management to optimize returns and long-term value creation.

Partnerships & Ecosystem Development


• Originate and manage strategic partnerships, joint ventures, and alliances with investors, operators, and Government stakeholders.


• Strengthen public–private partnerships that expand Oman's global attractiveness, and infrastructure footprint.


• Represent the Company locally and internationally, positioning Oman as a destination for investment and lifestyle development.


• Foster trusted relationships with regulators, financial institutions, and industry leaders to support growth and investment objectives.

Stakeholder Engagement & Public Representation


• Serve as the principal spokesperson, ensuring clear, consistent, and strategic communication that strengthens the company's reputation and reinforces its leadership in the sector.


• Build and maintain strong, collaborative relationships with government entities, private-sector partners, investors, financial institutions, and community stakeholders to advance shared objectives and national priorities.


• Drive strategic cooperation agreements, public-private partnerships (PPPs), and investment collaborations that support the company's growth agenda.


• Represent the company at local, regional, and international platforms, advocating for sustainable growth, responsible development, and purpose-driven investment.


• Oversee media relations, strategic communications, and crisis management programs to protect and elevate the company's brand, credibility, and stakeholder trust.

Portfolio, Investment & Financial Stewardship


• Oversee investment strategy, capital allocation, and financial performance across the Group.


• Identify and execute new investments, acquisitions, or divestments aligned with the company's mandate.


• Drive financial efficiency, cost control, and long-term value creation across all subsidiaries.


• Ensure accurate financial reporting and compliance with all regulatory and governance standards against agreed KPIs, budgets, and strategic objectives.

People, Leadership & Culture


• Lead and inspire subsidiary CEOs and Executive teams, fostering a culture of accountability, innovation, and high performance.


• Oversee succession planning, leadership development, and workforce sustainability.


• Promote a values-driven culture that reflects Oman's identity, encourages diversity, and ensures continuous improvement.


• Actively engage with employees at all levels to gain insights, resolve challenges, and strengthen alignment with corporate objectives.

Sustainability & National Impact


• Embed ESG and sustainability principles across all investments and operations.


• Deliver measurable impact on Oman's economy through job creation, local capacity building, and community engagement.


• Align all business practices with national sustainability objectives.

Other Requirements


• Based at the company Headquarters in Muscat, with frequent domestic and international travel.

Education

Experience
:


• Minimum of 15 years of experience, including leadership roles with strategic, financial, and operational oversight in diversified or multi-entity organizations.


• Proven track record in strategy execution, portfolio or asset leadership, and capital allocation within complex, high-impact environments.


• Demonstrated success in developing and managing strategic partnerships, joint ventures, and major investment programs, including cross-sector and international collaborations.


• Relevant industry exposure in tourism, hospitality, real estate, infrastructure, or national development sectors; experience in Oman or the GCC preferred.


• Strong corporate governance exposure, including regular engagement with boards, board committees, and senior government entities.


• Experience overseeing large-scale projects or development programs, ensuring delivery to international standards in quality, cost, safety, and sustainability.


• Proven capability in organizational transformation, culture building, and leadership development, with a track record of building high-performance teams.
