About the Role

We are seeking a dynamic and technically skilled
Team Leader – Proposals & Contract
to lead TradeLinks & Services Oman's strategic expansion beyond traditional EHV Transmission & Distribution into
Electrical, MEP, Industrial EPC, and emerging sectors
such as data centers, renewables (solar, wind, green hydrogen), and smart infrastructure.

This role is a unique blend of
technical proposal leadership
and
market development expertise
—ideal for someone who can navigate complex bids, build strategic client relationships, and identify high-potential growth sectors.

Success in this role means
delivering winning, compliant proposals
while shaping TLS Oman's future market footprint. You will work closely with cross-functional teams, clients, and industry stakeholders to ensure every submission reflects technical excellence, commercial competitiveness, and strategic foresight.

Key Responsibilities

  • Lead end-to-end proposal management for
    Electrical, MEP, Industrial EPC, and Infrastructure
    projects.
  • Develop
    BOQs, method statements, technical compliance matrices
    , and commercial submissions tailored to client requirements.
  • Identify and qualify opportunities in
    emerging sectors
    —including solar EPC, industrial plants, commercial complexes, mission-critical facilities, and data centers.
  • Build and maintain a robust pipeline of strategic clients and projects.
  • Support
    cost governance
    , pricing strategies, and subcontractor negotiations to ensure competitive bids.
  • Ensure contractual compliance with
    FIDIC, Omani standards
    , and other relevant frameworks.
  • Drive
    proposal governance
    through pre-bid risk assessments, bid kick-offs, and lessons-learned reviews.
  • Track and analyze
    market and competitor trends
    to inform future bid strategies.

Qualifications & Skills

  • Proven experience in
    EPC tendering
    within Electrical, MEP, or Infrastructure sectors.
  • Strong understanding of
    HVAC, ELV, firefighting systems, solar EPC, and industrial electrification
    .
  • Excellent client-facing, negotiation, and presentation skills.
  • Knowledge of
    FIDIC contracts, Omani Civil Law
    , and public procurement norms.
  • Proficiency in
    MS Excel, AutoCAD (basic), MS Project
    , and bid documentation tools.
  • Bachelor's degree in Electrical/Mechanical Engineering or related discipline (Master's preferred).
  • Minimum
    8–10 years of relevant experience
    with at least 3 years in a leadership role.
