JOB PURPOSE

The Chief Investment Officer (CIO) is responsible for formulating and executing ITHCA's investment strategy in alignment with the Group's corporate objectives and national economic priorities. This role plays a critical leadership function in shaping ITHCA's technology investment ecosystem, driving value creation, and positioning the Group as a leading ICT investor and developer in the Sultanate of Oman. Working closely with the Investment Team, the CIO will set strategic investment goals, oversee portfolio performance, and ensure alignment with ITHCA's long-term vision. The role involves high-level decision-making across the investment lifecycle and direct supervision of senior and middle management within the investment function. As a key interface with external stakeholders including the Oman Investment Authority (OIA), government entities, and strategic investment partners, the CIO will play a pivotal role in building and sustaining partnerships that support ITHCA's growth ambitions. The position requires strong relationship management and stakeholder engagement to effectively represent ITHCA's interests and promote collaboration across the public and private sectors.

KEY ACCOUNTABILITIES

  1. Strategic Leadership
    • Define and oversee the execution of ITHCA's investment strategy in alignment with the Group's approved corporate strategy and objectives.
    • Develop and implement an opportunity sourcing strategy to build a strong investment pipeline.
    • Ensure the selection and assessment of high-quality opportunities that align with ITHCA's strategic priorities.
    • Monitor market trends and economic conditions to proactively adjust investment strategies.
    • Provide strategic advice and direction on all investment proposals presented by the Investment Team.
    • Support the annual budget preparation process and monitor departmental spending.
  2. Governance and Execution
    • Coordinate external consulting support and manage the due diligence process for potential investments.
    • Ensure robust risk assessment and mitigation are embedded in all stages of due diligence.
    • Oversee the legal, financial, and operational closing of all investment transactions.
    • Support the development and implementation of internal investment-related policies and procedures in alignment with OIA standards and industry best practices.
    • Adhere to ethical guidelines and regulatory compliance across all investment activities.
    • Maintain and update internal legal and governance frameworks, ensuring alignment with OIA policies.
  3. Stakeholder Engagement
    • Communicate regularly with key stakeholders, including investors, government bodies, the OIA, and board members.
    • Represent ITHCA at national and international ICT investment events, conferences, and roadshows to enhance visibility and source new opportunities.
    • Develop and maintain strategic relationships with industry experts, government officials, investment partners, and institutions of interest to ITHCA.
  4. Internal Development and People Leadership
    • Lead and manage a high-performing team of investment professionals, including senior and middle managers.
    • Contribute to talent development efforts within the Investment Department and across ITHCA Group.
    • Promote a performance-driven culture aligned with the Group's values and goals.
  5. Reporting and Performance Management
    • Define, monitor, and report on departmental KPIs that contribute to ITHCA's overall performance targets.
    • Prepare and submit quarterly investment-related reports as requested by the Group CEO.
    • Establish post-investment oversight handovers to the Governance/Asset Management Team.
  6. Document Control and Compliance
    • Establish and maintain document control and retention policies in compliance with legal and regulatory requirements.
    • Ensure all investment documentation is properly archived and accessible for audits and future reference.

QUALIFICATIONS & EXPERIENCE

Qualifications:

  • Minimum bachelor's degree in a related field, such as finance, business, economics, or engineering.
  • Preferable master's degree in a related field, such as an MBA or Masters degree from a Business School.
  • Leadership experience and ability to manage a team of investment professionals.
  • Ideally, a professional finance qualification, such as a Chartered Financial Analyst (CFA) or Chartered Alternative Investment Analyst (CAIA).

Experience:

  • At least 15 years of experience in related fields such as investment management, technology M&A, strategy or executive management.
  • Significant experience in Technology M&A or Technology Investing gained in the Buy-side, Sell-side or Service sectors.
  • Leadership experience and ability to manage a team of investment professionals.

Competencies and Skills:

  • Excellent knowledge of management principles, tools and processes.

  • Proven skills in formulating corporate and business unit level strategies.
