HSE Officer is responsible for overseeing and implementing Health, Safety, and Environmental policies across the company operations. This role ensures compliance with related regulations, promotes a safety-first culture, and works to minimize environmental impact and occupational risks.

Core Areas:
  1. Compliance & Regulatory Adherence
    • Develop, implement, and maintain HSE policies, procedures, and systems in line with legal and industry standards.
    • Ensure compliance with applicable GMP.
    • Ensure the company complies with all local safety and environmental laws.
    • Maintain awareness of industry-specific regulations.
    • Conduct regular risk assessments, hazard identifications, and job safety analyses (JSA).
    • Recommend and implement corrective and preventive actions (CAPA) to reduce or eliminate risks.
    • Investigate incidents, near misses, and accidents, and implement corrective/preventive actions (CAPA).
    • Prepare detailed reports and root cause analyses (RCA).
  2. Monitoring & Reporting
    • Track and report key HSE metrics such as:
      • Lost Time Injury Frequency Rate (LTIFR)
      • Total Recordable Incident Rate (TRIR)
      • Environmental emissions and waste generation
    • Maintain logs for inspections, permits, audits, and compliance checklists.
    • Prepare reports required by authorities such as the Ministry of Labor.
    • Develop and test emergency response plans (fire drills, evacuation, medical emergencies).
    • Ensure the readiness of emergency equipment (alarms, extinguishers, spill kits).
    • Monitor and manage waste disposal, emissions, water usage, and other environmental impacts.
    • Work toward environmental sustainability goals in line with company and legal expectations.
  3. Safety Inspections & Audits
    • Conduct routine site inspections and audits to ensure safe working conditions.
    • Identify non-conformities and ensure timely resolution.
  4. PPE & Safety Equipment Oversight
    • Ensure proper use, availability, and maintenance of Personal Protective Equipment (PPE).
    • Evaluate and approve new safety gear based on risk assessments.
  5. Cross-functional Coordination
    • Work closely with operations, HR, engineering, and other departments to integrate HSE best practices across the organization.
    • Coordinate with external auditors and authorities during inspections, ensuring all observations are addressed and closed.
    • Deliver or coordinate HSE training programs (e.g., fire safety, first aid, PPE use, chemical handling).
    • Promote ongoing safety awareness campaigns and toolbox talks.
Job Specifications
Education
  • Bachelor's degree in Environmental Science, Occupational Health & Safety, Engineering, or related field.
  • Certification in NEBOSH / IOSH / OSHA / First Aid / Fire Safety.
Experience
  • Minimum 1 year of experience in an HSE role, preferably in an industrial environment.
  • Knowledge of OSHA, NEBOSH, ISO standards, or local regulatory requirements.
