ROLE PURPOSE

The Procurement & Contracts Manager is responsible for leading and managing the Procurement and Contracts Division. This role oversees all procurement activities including sourcing, purchasing, supplier management, and contract administration. The manager ensures procurement strategies align with organizational goals, compliance with internal policies and external regulations, and the efficient, cost-effective acquisition of goods and services

KEY ACCOUNTABILITIES AND RESPONSIBILITIES
Procurement Strategy and Operation

* Develop and implement procurement strategies aligned with company objectives.
* Manage end-to-end procurement processes for goods, services, and works.
* Identify cost-saving opportunities and ensure quality and timely delivery.
* Establish and monitor procurement KPIs and reporting metrics

Contract Management

* Oversee contract lifecycle management including drafting, reviewing, negotiating, and closing.
* Ensure compliance with contractual terms, risk mitigation, and legal requirements.
* Liaise with legal teams to resolve contractual issues or disputes.
* Maintain contract records, logs, and performance evaluations

Supplier Relationship Management

* Build and maintain strong relationships with key suppliers and vendors.
* Evaluate supplier performance and conduct periodic reviews and audits.
* Develop and manage vendor qualification and onboarding processes.

Team Leadership & Development

* Lead and mentor the procurement and contracts team, including buyers and contract officers.
* Set clear goals, provide performance feedback, and ensure ongoing training and development.
* Foster a culture of ethical procurement, compliance, and continuous improvement

Compliance & Governance

* Ensure adherence to company procurement policies, procedures, and regulatory requirements.
* Conduct risk assessments and enforce ethical procurement practices.
* Support internal and external audits related to procurement and contracts

Budget Management

* Manage the development and consolidation of the departmental budget within own scope, and monitor the department's financial performance versus the budget, to ensure the exercising of financial authority within established limits and the control of departmental budget expenditure.

ROLE REQUIREMENTS
Educational Qualifications

* Bachelor's or master's degree in Supply Chain Management, Business Administration, Engineering, or related field.
* Professional certification (e.g., CIPS, CPM, PMP) is a preferable

Professional Qualifications & Experience

* Minimum 8 years of experience in the Procurement division.
* Minimum 3 years in managerial role.

Sector of Previous Experience

* Any industry but Telecommunications is a preference.

Language Requirements for Role

* English and Arabic
