Security Operations Manager

The Security Operations Manager will oversee the security of Hafeet Rail's construction sites, personnel, assets, infrastructure, designs and cargo. This role involves developing comprehensive security policies and procedures, managing security risks, and coordinating with law enforcement and regulatory authorities.

Key Responsibilities:
  • Developing Security Policies: Develop, implement, and continuously update security policies and procedures to ensure compliance with local laws and international standards.
  • Risk Assessment & Mitigation: Conduct regular security risk assessments across all Hafeet Rail construction sites and operations. Identify vulnerabilities and implement effective mitigation strategies to minimize security risks.
  • Incident Management: Oversee and manage security incidents, including reporting, investigation, and resolution. Ensure that security breaches and emergencies are responded to swiftly and effectively.
  • Coordination with Law Enforcement: Serve as the primary liaison with local and national law enforcement agencies, ensuring collaborative efforts in protecting railway constructions and operations.
  • Security Audits & Inspections: Lead regular security audits and inspections to identify gaps in current security measures and ensure continuous improvement in security protocols.
  • Training & Awareness: Develop and deliver security training programs for employees to enhance awareness and preparedness in handling security incidents.
  • Outsourcing of Security Services: Manage and oversee all activities delegated to security outsource contractors. Plan and execute security patrolling within operation sites.
  • Security Operation Rooms: Manage overall activities of the security operation rooms.
  • Technology & Systems: Implement and manage advanced security technologies, including surveillance systems, alarms, and access controls measures for all railway facilities and operations.
  • Cargo & Passenger Security: Ensure the security of cargo and passengers, working closely with operations teams to prevent unauthorized access and mitigate potential security threats.
  • Emergency Planning & Crisis Management: Develop and maintain emergency response and crisis management plans. Conduct regular drills and training sessions to ensure preparedness.
  • Compliance & Regulatory Adherence: Ensure compliance with all relevant security regulations and standards. Prepare and submit reports to regulatory bodies as required.
Requirements:
  • Bachelor's degree in security management or a related field.
  • 8+ years of experience in security management, preferably within transportation, infrastructure, or rail industries.
  • Strong knowledge of international security regulations, best practices, and local security laws.
  • Proven experience in risk assessment, incident management, and security policy development.
  • Excellent communication and interpersonal skills with the ability to work collaboratively with internal teams.
  • Leadership skills with experience in managing security teams and coordinating emergency response efforts.
  • Familiarity with security technologies, including access control systems, surveillance, and intrusion detection systems.
  • Certification in security management is highly desirable.
  • Ability to travel across project and operation sites.
  • Excellent communication skills in English.
