Role Summary:

As Team Leader – Proposals & Market Development (Electrical, MEP & Emerging Sectors), the incumbent will lead TLS Oman's strategic foray beyond traditional EHV Transmission & Distribution. This role demands a dynamic balance between technical proposal expertise and sharp market development instincts, particularly in industrial EPC, infrastructure, and specialized MEP sectors such as Mining projects , data centers, renewables—solar, wind, and green hydrogen, etc.

The candidate will spearhead techno-commercial proposals across Electrical and MEP domains, while also actively identifying and qualifying new business verticals, partnerships, and clients to enable long-term diversification.

This is a forward-facing role that calls for high initiative, deep industry knowledge, and an unwavering commitment to integrity, compliance, and quality of bid submissions.

Key Responsibilities:Proposal Management (Electrical & MEP)

· Prepare and manage proposals for MEP, Electrical, Industrial EPC, and Infrastructure projects.

· BOQs, method statements, technical compliance matrices, and commercial submissions.

· Coordinate with internal design, estimation, and procurement teams to ensure technical alignment and commercial competitiveness.

· Customize documentation to suit client-specific tendering requirements in new sectors.

Market Development & Sector Diversification

· Scout and qualify new opportunities in emerging sectors: solar EPC, industrial plants, commercial complexes, mission-critical facilities, and smart infrastructure such as warehouses and data centers.

· Develop strategic client maps and maintain a pipeline of qualified leads.

· Represent TLS Oman in pre-bid meetings, client engagements, and technical workshops to shape early-stage project positioning.

· Collaborate with BD and leadership to evaluate Go/No-Go decisions based on risk-return alignment.

Cost Governance & Commercial Strategy

· Maintain updated cost benchmarks for key MEP and electrical packages, including HVAC, ELV, firefighting, and solar BoS.

· Support negotiation strategies with subcontractors and suppliers, ensuring market-reflective pricing.

· Feed insights into pricing trends for steel, copper, panels, chillers, and control systems into central pricing database.

Contractual & Legal Coordination

· Ensure correct interpretation and incorporation of standard conditions (FIDIC Yellow Book, Omani Standards, Society of Construction Law).

· Identify and escalate potential contractual risks during the bid stage.

· Interface with legal consultants as required for new sector-specific risk exposure.

Strategic Proposal Governance

· Lead proposal governance initiatives including pre-bid risk assessments, bid kick-offs, and lessons-learned reviews.

· Ensure submissions reflect TLS's technical capability, commercial prudence, and legal clarity.

· Document and analyze competitive trends in new markets.

Key Competencies:

· Strong understanding of EPC tendering processes in Electrical, MEP & Infrastructure sectors

· Ability to identify and develop business in non-T&D markets

· Exposure to HVAC, ELV, fire systems, solar EPC, and industrial electrification

· Proficiency in client interfacing and bid negotiation

· Contractual literacy in FIDIC, Omani Civil Law, and public sector procurement norms

· Advanced skills in MS Excel, AutoCAD (basic), MS Project, and bid documentation tools

Performance Indicators (KPIs):

· Win ratio across new sectors (non-T&D)

· Number of new clients/sectors successfully penetrated

· Accuracy of proposal costing vs. execution

· Quality of submitted documentation and risk flagging

· Pipeline strength of qualified tenders outside core business
