Job description:

ROLE PURPOSE

The Project Senior Manager is responsible of managing programs and Project portfolio at Awasr, and project managers delivered on scope, quality, time and within budget.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES

Strategic Thinking and Planning

* Develop the functional strategy as cascaded down from the company strategy and oversee its implementation throughout the organisation and its operations, to ensure vertical alignment and horizontal integration with other interfacing departmental strategies across Awasr.

* Coordinate interdepartmental and corporate initiatives and commitment to client programs.

Managerial Accountabilities

* Supervision of project managers to ensure that projects/programs are meeting the agreed targets.

* Cross projects coordination, prioritization, alignment and budget control.

* Management of PMO.

* Portfolio management to support achieve corporate goals.

* Cross division coordination to fix/avoid bottlenecks.

* Support and supervise project managers to build the Project Plan to support the organisation's objectives and goals.

* Support and supervise project managers to Control the network rollout activities to achieve the planned timeline, budget and scope.

* Support and supervise project managers to plan the procurement of the project along with the procurement department.

* Support and supervise project managers to plan, build and control the Project Budget.

* Secure and plan the resources required for the project.

* Develop, plan and manage implementation of multiple extremely complex technical projects with broad scope, high impact and variable implementation time frames.

* Provide leadership and mentoring to Project Managers and others, both intra- and inter-departmentally to ensure complete, successful, cost-effective and on-time implementation of project deliverables and corporate initiatives.

Operational Accountabilities

* Controlling the quality of the document of the Project Specification, Scope of Work and Work Breakdown Structure.

* Management of weekly, monthly and quarterly reports of projects' performance according to the governance model.

* Ensure that quality standards are achieved according to the quality plan.

* Support and supervise project managers to Evaluate projects technically and support Awasr.

* Support and supervise project managers to Identify risks and provide feedback on how to mitigate them.

* Support in building the PMO standards, processes and templates.

* Support other departments in the organisation in term of prioritising the roll-out activities, re-locations of resources, mitigation of risks and issues.

* Provide leadership and mentoring to Project Managers and others, both intra- and inter-departmentally to ensure complete, successful, cost-effective and on-time implementation of project deliverables and corporate initiatives.

* Provide fiscal management of the projects within the capital and expense budgetary limits prescribed.

* Provide workload balancing, prioritization, resource scheduling, ad integration of multiple projects to ensure feasibility of schedule.

* Prepare and present executive briefings and make recommendations for executive action.

Resource Management

* Define and manage the effective use of both in and out-sourced resources to deliver against Awasr's strategic plan.

* Manage the selection, contracts and performance of agencies according to business needs/ scope and deliverables received.

* Manage resources based on recruitment needs and organisational changes as and when they occur.

People Management

* Manage the departmental team of direct and indirect resources through effective recruitment, development, performance management, and succession planning, to maximise team performance and achieve departmental objectives.

Budget Management

* Manage adherence to the set departmental budget within scope, and monitor the projects' financial performance versus the budget, to ensure the exercising of financial authority within established limits and the control of projects' budget expenditure.

ROLE REQUIREMENTS

Educational Qualifications

* Bachelor's Degree in Telecommunications/Computer engineering with 10-12 years of related experience/alternatively a Master's Degree with 8-10 years of experience.

Professional Qualifications & Experience

* A minimum of 8 years technical experience in different telecom platforms; GPON/DWDM/GSM networks, Technology and/or Operation systems (BSS, OSS, CRM, IP Core, Caching systems) - preferable but not mandatory.

* A minimum of 6 years of experience in telecom or ICT industry as part of project organisation: involved in project initiation, planning, implementation and closing.

* PMP/Prince2/ PRINCE2 Agile/ PMI-RMP/M_o_R/PgMP/PfMP/MoP/ P3O/ PMI-PBA/ PMI-SP/ DASM/ PMI-ACP/ DASSM/ DAVSC/ DAC/ITIL/eTOM Certificates are plus.

* Solution planning preferable but not mandatory.

Sector of Previous Experience

* Telecommunications, etc.

Language Requirements for Role

* English mandatory, Arabic mandatory.

Key Skills and Knowledge

* Ability to effectively prioritise and execute tasks in a high-pressure environment.

* Ability to work well with internal and external stakeholders

* Advanced proficiency in Excel, PowerPoint, Word, MS Project and Visio

* Familiarity with telecom roll-out activities.

* Knowledge in VMware, Linux and Windows Servers would be of added value.

* Project Budget control mechanism and reports tools and techniques - knowledge
